Explanation
BACKGROUND: This ordinance is for the option to establish a contract to purchase Promega Crime Lab Supplies for the Division of Police in accordance with RFQ000709 and the sole source provisions of the Columbus City Codes. The term of the proposed option contract will be through June 30, 2018 with the option to extend one additional one (1) year period, subject to mutual agreement of both parties. These Crime Lab Supplies are needed for DNA testing, as no other reagents and parts are authorized for use in the Police Crime Lab’s equipment other than those sold by Promega Corporation, sole provider.
The Purchasing Office negotiated the universal term contract with Promega Corporation in accordance with the provisions of a sole source procurement because these products are not available to the Division of Police from any other source.
This company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of State database for Findings for Recovery.
The Purchasing Office is recommending award of a contract to Promega Corporation.

Total Estimated Annual Expenditure: $80,000.00
This ordinance is being submitted as an emergency because without emergency action, services of the Columbus Police Crime Lab will be delayed, thereby harming efficient delivery of valuable public services.
FISCAL IMPACT: Funding to establish this option contract is budgeted in the General Fund. The Public Safety Department Division of Police will be required to obtain approval to expend from their own appropriations.
