Title: To authorize and direct the Finance and Management Director to return to the original owner, Friesian Empire, a police horse with the registered name of “Leda” which has no further value to the Division of Police and to waive the provisions of City Code-Sale of City-owned personal property.
Explanation

“Leda” a police horse that has been in service with the Division of Police’s Mounted Unit since June of 2015 needs to be taken out of service and retired.

“Leda” has developed medical issues and has been examined by the Division Veterinarian, Dr. William Gessel, DVM. Leda has been diagnosed with a tumor on the pituitary gland, causing ovarian problems, which will eventually lead to cushing's disease. It is in the best interest of “Leda” and the Division to take her out of service and retire her. Retiring “Leda” would keep the Division from paying the high cost of medical bills related to her condition.

It is recommended that “Leda” be returned to her original owner, Friesian Empire. Friesian Empire has agreed to take her back.

Additionally, the Division of Police Legal Bureau has developed a general release document that relinquishes the City of Columbus from any liability as it relates to the post retirement care and control of “Leda”, and assigns that liability to Friesian Empire.

FISCAL IMPACT:

At this time there are no plans to replace this donated horse.

WHEREAS, “Leda” has been a Mounted Unit horse with the Division of Police since June of 2015; and

WHEREAS, it is recommended “Leda” be retired due to medical issues that could lead to expensive medical costs.

WHEREAS, it is in the best interest of the City to allow this horse to be returned to the original owner, Friesian Empire; now therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That the Finance and Management Director is hereby authorized and directed to return a police horse with the registered name of “Leda” to Friesian Empire.
