Explanation
BACKGROUND: This ordinance is to authorize the Executive Director of the Civil Service Commission to enter into a payment-for-services agreement with the Columbus City Schools to provide class plan maintenance, applicant testing, appeal board, and related services to the district for its classified personnel in accordance with Ohio Revised Code Sections 124.011 and 124.54; and to declare an emergency.
FISCAL IMPACT: Funding for a substantial portion of Commission staff time associated with the provision of the required services is currently available in the Civil Service Commission’s 2016 general fund budget. As of July 1, 2016, the Commission will begin recouping costs for provided services by billing Columbus City Schools each month for time/expense.
EMERGENCY DESIGNATION: Emergency legislation is requested in order that the payment-for-services agreement referenced herein may be quickly executed, thereby enabling the Columbus City Schools to appropriate, as part of their July 1, 2016 through June 30, 2017 budget cycle, funds for payment to the Civil Service Commission for any services provided beginning July 1, 2016.

To authorize the Executive Director of the Civil Service Commission to enter into a payment-for-services agreement with the Columbus City Schools to provide class plan maintenance, applicant testing, appeal board, and related services to the district for its classified personnel in accordance with the Ohio Revised Code; and to declare an emergency.
Body
WHEREAS, the Columbus City Schools has a need for professional class plan maintenance, applicant testing, and appeal board services as part of the management of its classified personnel; and
WHEREAS, per Ohio Revised Code, Section 124.011, the City of Columbus Civil Service Commission is required to provide such class plan maintenance, applicant testing, and appeal board services to Columbus City Schools and its classified personnel; and
WHEREAS, per Ohio Revised Code, Section 124.54, the City of Columbus Civil Service Commission is entitled to compensation for the cost of said services;
WHEREAS an emergency exists in the usual daily operation of the Civil Service Commission in that the payment-for-services agreement referenced herein must be quickly executed and in place so that Columbus City Schools funds can be appropriated for any required services provided by the Civil Service Commission beginning July 1, 2016; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Executive Director of the Civil Service Commission be and is hereby authorized to enter into a payment-for-services agreement with the Columbus City Schools to provide class plan maintenance, applicant testing, appeal board, and related services to the district for its classified personnel in accordance with Ohio Revised Code Sections 124.011 and 124.54.
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
