Explanation

This ordinance authorizes Columbus City Council to enter into contract with Columbus City Schools to support the Barbershop Books initiative. Barbershop Books is a literacy program that creates child-friendly reading spaces in community barbershops for boys ages 4-8. The age range is a critical period for the development of reading skills, and Barbershop Books seeks to close the literacy achievement gap among black male schoolchildren by connecting literacy with the positive, culturally-meaningful barbershop experience.

City Council’s support will allow Columbus City Schools to establish 10 reading spaces and provide 150 books.

Body

WHEREAS, there is a persistent literacy achievement gap for black male schoolchildren, particularly in urban areas and low-income neighborhoods; and

WHEREAS, Barbershop Books is an initiative that seeks to reduce the achievement gap by providing child-friendly reading spaces in neighborhood barbershops; and

WHEREAS, with the support of Columbus City Council, Columbus City Schools will purchase 150 books and create 10 reading spaces in neighborhood barbershops; and

WHEREAS, it has become necessary in the usual daily operation of the City to authorize Council to enter into contract with Columbus City Schools for the preservation of the public health, safety and welfare; now, therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That Columbus City Council is hereby authorized to enter into contract with Columbus City Schools to support the Barbershop Books initiative.

SECTION 2. That the City Auditor be and is hereby authorized and directed to appropriate $6,500.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to the Columbus City Council, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 3. That the expenditure of $6,500.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
