Explanation

 

BACKGROUND:  This legislation authorizes the City Auditor to transfer $19,151.88 from the Fleet Management Capital Fund to the General Government Grants Fund to complete the required City match.    

 

The City of Columbus, Finance and Management Department, Fleet Management Division, was awarded a grant from the United States Department of Energy (DOE) through the local Clean Cities Coalition designee, Clean Fuels Ohio.  The funding opportunity is titled "Clean Cities FY09 Petroleum Reduction Technologies Projects for the Transportation Sector," Area of Interest 4.  This grant was funded through the American Recovery and Reinvestment Act of 2009 (ARRA) to fund projects that expanded the use of alternative fueled vehicles and advanced technology vehicles for local communities, as well as the installation or acquisition of infrastructure necessary to directly support such vehicles. 

 

Through a routine grant reconciliation, it was determined that additional funds were needed to match the City's funding requirements under the grant. 

 

Emergency action is requested so that the necessary funds can be transferred and the grant match completed.

 

Fiscal Impact: Funds needed to effect the transfer are budgeted and available within the Fleet Management Capital Fund.  This will complete the city match required under the grant.  The Fleet Management Division purchased Compressed Natural Gas (CNG) equipment and infrastructure with these grant funds and the city match.   This project is now complete and there will be no further financial activity under this grant.

To authorize and direct the City Auditor to transfer $19,151.88 within the Fleet Management Capital Fund; to authorize and direct the City Auditor to transfer $19,181.88 from the Fleet Management Capital Fund to the General Government Grants Fund; and to declare an emergency. ($19,151.88)

 

Body

 

WHEREAS, there is a need to transfer funds within the Fleet Management Capital Fund so that funds can be moved to the correct Object Class; and

 

WHEREAS, there is a need to transfer funds from the Fleet Management Capital Fund to the General Government Grants Fund; and

 

WHEREAS, these funds are needed to complete the City match and fulfill the City's funding obligations to the grant; and

 

WHEREAS, an emergency exists in the usual daily operations of the Finance and Management Department in that it is immediately necessary to transfer funds between the Fleet Management Capital Fund and the General Government Grants Fund to fulfill the City's match obligation under the grant, thereby preserving the public health, peace, property, safety, welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the transfer of $19,151.88, or so much thereof as may be needed, is hereby authorized within the Fleet Management Capital Fund 5220, per the account codes in the attachment to this ordinance

SECTION 2.  That the transfer of $19,151.88, or so much thereof as may be needed, is hereby authorized between the Fleet Management Capital Fund 5220, and the General Government Grants Fund 2220, per the account codes in the attachment to this ordinance

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contract or contract modification associated with this ordinance.

 

SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
