Explanation
This ordinance will increase the expenditure amount for the contribution towards the CAPA contract for Festival Latino programming. Ordinance Number 0585-2016 authorized the Director of Recreation and Parks to enter into contract with CAPA in the amount of $25,000.00. This ordinance will increase the contribution amount by $15,000.00 for a total amount of $40,000.00.
Background: CAPA plans, organizes and manages Festival Latino, which at one time was coordinated by the Recreation and Parks Department. Funds are needed to secure a variety of performing artists of Latino heritage, promote and market the event, recruit volunteers, host free family activities, oversee event operations, obtain required state and city permits, and clean the venue to the satisfaction of the city.
Emergency Justification: Emergency action is requested as it is immediately necessary to enter into this agreement for summer 2016 programming.
Financial Impact: This ordinance authorizes an additional expenditure of $15,000.00 from the Recreation and Parks Operating Fund 2285 for the contract with CAPA for Festival Lationo planning for a total amount of $40,000.00.

WHEREAS, Ordinance Number 0585-2016 authorized the Director of Recreation and Parks to enter into contract with CAPA in the amount of $25,000.00 for Festival Latino programming; and
WHEREAS, it is necessary to authorize and appropriate additional funds in the amount of $15,000.00 to increase the total contract amount to $40,000.00; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Recreation and Parks in that it is immediately necessary to increase the amount of funds for the contract with CAPA in order to prevent delays in planning for the Festival Latino; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks is authorized to increase the amount of the contract with CAPA for Festival Latino programming by $15,000.00 for a total contract amount of $40,000.00.
SECTION 2. That the expenditure of $15,000.00 is hereby authorized and appropriated. ACPO000260 previously established in the amount of $25,000 per ord. #0585-2016.

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
