Explanation

 

This ordinance will authorize and direct the Director of Recreation and Parks to accept a grant from, and enter into agreement with the National Recreation and Parks Association (NRPA) in the amount of $10,000.00 and to appropriate these monies to the Recreation and Parks Private Grant Fund 2291.

 

Background:  The grant will support summer and before/after school food programs for children from low income families as part of United States Department of Agriculture (USDA) reimbursement programs. As the Columbus Recreation and Parks Department conducts a Summer Food Program funded by the USDA through the Ohio Department of Education, it has been selected to receive funding from the NRPA.   

 

Emergency Justification:  Emergency action is requested in order to have funding available for necessary expenditures related to expanding the department's food program.

 

Areas Affected (Areas/Communities being affected by this project):  City wide

 

Master Plan Relation:  This grant will support the goals of the Recreation and Parks Master Plan by accepting private grant money in order to expand our Summer Food program for low income children.

 

Fiscal Impact:  The fiscal impact of this ordinance will be to reduce the Recreation and Parks Private Grant Fund's unappropriated balance by $10,000.00.

To authorize and direct the Director of the Recreation and Parks Department to accept a grant and enter into a grant agreement in the amount of $10,000.00 with the National Recreation and Parks Association to expand the department's summer food program; to authorize the appropriation of $10,000.00 to the Recreation and Parks Private Grant Fund 2291; and to declare an emergency.  ($10,000.00)

 

Body

 

WHEREAS, the National Recreation and Parks Association (NRPA) local member agency has awarded the City of Columbus Recreation and Parks Department a grant in the amount of $10,000.00; and

 

WHEREAS, it is necessary to authorize and the direct the Director of Recreation and Parks Department to accept the grant and enter into an agreement with the National Recreation and Parks Association to expand the summer food program; and

 

WHEREAS, it is necessary to appropriate said funds to the Recreation and Parks Department for expenditures; and

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to accept said grant funds and enter into agreement with NRPA and appropriate said funds so that the funding is available for necessary expenditures related to expanding the department's summer food program; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks is hereby authorized and directed to accept and enter into an agreement for a grant in the amount of $10,000.00 from the National Recreation and Parks Association for the summer food program.

 

SECTION 2.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the term of the grant, the sum of $10,000.00 is appropriated per the account codes in the attachment to this ordinance.  Appropriation effective upon receipt of executed grant agreement.

 

SECTION 3.  That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.  At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriate. 

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
