Explanation

 

This ordinance is to authorize the Director of the Recreation and Parks Department to enter into contract with Mull & Weithman Architects for the preparation of plans and specifications to restore the east entry gate and columns at Goodale Park and the columns at Schiller Park.

 

Background:  The Friends of Goodale Park have worked with the Recreation and Parks Department on the restoration of the south and northwest entry gates in Goodale Park.  The east entry and columns at Goodale Park are over 100 years and are in need of restoration to stabilize the columns and stop the deterioration.  In 2012, the Department of Recreation and Parks, at the request of the German Village Society, worked with a contractor to evaluate the 4 sets of columns located at Schiller Park.  The columns, dating back to early 1900’s, have been in need of restoration for several years but repairs have not be possible due to a lack of funding.  Goodale and Schiller are two of the oldest parks in the City system.    

 

The costs for this project will be $37,300.00 with a contingency of $3,700.00 for a total of $41,000.00.

 

Proposals were advertised through Vendor Services, in accordance with City Code Section 329, on March 17, 2016 and received by the Recreation and Parks Department on April 7, 2016.  Proposals were received from the following companies:

After reviewing the proposals that were submitted, it was determined that Mull & Weithman Architects was the most responsive and qualified bidder.

Emergency Justification:  An emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to enter into said contract so that design work may begin as quickly as possible to stabilize these historic structures.

 

Benefits to the Public:  The Department has worked with the community groups that surround the two parks in developing a plan to restore the columns.  By restoring the columns we will be preserving City history and making the gates safer for the community to walk around/through.

Area(s) Affected:  Goodale Park is located in Victorian Village on the northern edge of downtown and the Arena District.  Schiller Park is located in German Village just south of downtown.  

 

Master Plan Relation:  This project will support the mission of the Recreation and Parks Master Plan by restoring the columns we will be maintaining historic structures located in our parks.

 

Fiscal Impact: $41,000.00 is budgeted and available in the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract.

($41,000.00)

 

Body

 

WHEREAS, it is necessary to authorize and direct the Director of Recreation and Parks Department to enter into contract with Mull & Weithman Architects for the preparation of plans and specifications to restore the east entry gate and columns at Goodale Park and the columns at Schiller Park; and

 

WHEREAS, it is necessary to authorize the expenditure of $41,000.00 from the Recreation and Parks Department Voted Bond Fund 7702; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into this contract so that design work may begin as quickly as possible to stabilize these historic structures, thereby preserving the public health, property, safety, and welfare of the public; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with Mull & Weithman Architects for the preparation of plans and specifications to restore the east entry gate and columns at Goodale Park and the columns at Schiller Park.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. For the purpose stated in Section 1, the expenditure of $41,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Voted Recreation and Parks Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachment.

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
