Explanation

 

This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Pavement Protectors, Inc. dba M&D Blacktop Sealing for the repair and replacement of sports courts at Milo Grogan Park and Wolfe Park.  Also included is the addition of a new basketball half court in Nafzger Park.

 

Background:  The sports courts located throughout the City of Columbus are heavily used by their surrounding communities and Recreation and Parks uses a portion of the yearly hard surface funds to make improvements to these courts.  Input is taken from community members and staff to determine where the needs are the greatest.  For this contract it was determined that a more permanent repair was needed for the basketball court at the Milo Grogan Community Recreation Center, a new basketball half court was needed at Nafzger Park and some surface improvements were needed at the tennis courts that are located in Wolfe Park.

The costs for this project will be $182,000.00 with a contingency of $18,000.00 for a total of $200,000.00.

 

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on March 29, 2016 and received by the Recreation and Parks Department on April 19, 2016.  Bids were received from the following companies:

After reviewing the proposals that were submitted, it was determined that M&D Blacktop was the lowest and most responsive bidder.

Emergency Justification: An emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to enter into said contract due to the limited allowable window for temperature and weather that is required for the proper installation of the surface improvements.

 

Benefits to the Public:  These improvements will provide updated and new sports court facilities for the Community to utilize.

Master Plan Relation:  This project will support the mission of the Recreation and Parks Master Plan by updating 5 neighborhood parks per year and also updating sports related parks to keep them in line with the revenue that they provide.

 

Fiscal Impact:  $200,000.00 is budgeted and available in the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract.

Body

 

WHEREAS, it is necessary to authorize and direct the Director of the Recreation and Parks Department to enter into contract with Pavement Protectors, Inc., dba M&D Blacktop Sealing, for the repair and replacement of sports courts at Milo Grogan Park and Wolfe Park.  Also included is the addition of a new basketball half court in Nafzger Park; and

 

WHEREAS, it is necessary to authorize expenditure of $200,000.00 from the Recreation and Parks Voted Bond Fund 7702; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into said contract due to the limited allowable window for temperature and weather that is required for the proper installation; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks be and is hereby authorized to enter into contract with Pavement Protectors, Inc., dba M&D Blacktop Sealing, for the repair and replacement of sports courts at Milo Grogan Park, Wolfe Park and an addition of a new basketball half court at Nafzger Park.

 

SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5.  That the transfer of $263,000.00 or so much thereof as may be needed, is hereby authorized between projects within Fund 7702 Recreation and Parks Bond Fund per the account codes in the attachment to this ordinance.

 

SECTION 6.  That the 2016 Capital Improvements Budget Ordinance 0960-2016 is hereby amended as follows in order to provide sufficient budget authority for this legislation and future projects.

SECTION 7.  For the purpose stated in Section 1, the expenditure of $200,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Voted Recreation and Parks Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachment

 

SECTION 8.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
