Explanation

 

BACKGROUND:   The Division of Police needs to procure uniforms, footwear, leather goods, uniform accessories, and body armor for police officers and some civilian employees.  This ordinance will enable the Division to purchase these uniforms from Galls RT II, LLC in accordance with the Universal Term Contracts established for this purpose by the Purchasing Office.

 

Additional Needs: Expenses associated with recruit classes are budgeted in the transfer category until needed.  Therefore, funds need to be transferred within the General Fund budget of the Division of Police from Object Class 10 to Object Class 02 in order to purchase uniforms for two recruit classes.

 

Bid Information: The Purchasing Office has set up purchase agreements for the purchase of uniforms, footwear, body armor, and leather goods with Galls RT II, LLC.

 

This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

 

Contract Compliance No.: 203545989 - Galls RT, LLC, expires November 16, 2017.

 

Emergency Designation: Emergency legislation is requested because the Division needs to place orders during the current uniform inspections, to outfit the recruit class that starts in June 2016, and to complete any emergency requests.

 

FISCAL IMPACT:  This ordinance authorizes an expenditure of $1,681,704.50 from the Division of Police’s General Fund Budget for the purchase of uniforms.  This ordinance also authorizes the transfer of funds between object classes to properly align appropriation with projected expenditures. The Division of Police spent or encumbered $1,661,752.00 in 2015 General Fund. In 2014, a total of $1,679,259.00 was spent or encumbered on Uniforms from the General Fund.

To authorize the transfer of funds within the Division of Police's General Fund budget, and to authorize the Finance and Management Director to associate all General Budget Reservations within this ordinance to Galls RT, LLC for the purchase of uniforms and accessories for the Division of Police from existing Universal Term Contracts, to authorize the expenditure of $1,681,704.50 from the General Funds; and to declare an emergency. ($1,681,704.50)

 

Body

 

WHEREAS, funds are needed to be transferred within the Division of Police's General Fund budget; and

 

WHEREAS, the Purchasing Office has set up purchase agreements for the purchase of uniforms, footwear, body armor, and leather goods; and

 

WHEREAS, the Division of Police has an immediate need for uniforms for its personnel; and

 

WHEREAS, an emergency exists in the usual daily operation in the Division of Police, Department of Public Safety, in that it is immediately necessary to issue a purchase order to Galls RT, LLC for the purchase of uniforms and to transfer funds for the preservation of the public, health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Finance and Management be and is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for  the purchase of uniforms, footwear, leather goods, uniform accessories, and body armor for police officers and some civilian employees for the Division of Police.

 

SECTION 2.  That the transfer of $315,078.00 or so much thereof as may be needed, is hereby authorized between object classes within the Division of Police General Fund Budget per the account codes in the attachment to this ordinance:

 

SECTION 3. That the expenditure of $1,681,704.50 or so much thereof as may be needed, is hereby authorized in the General Fund in object class 02 Material and Supplies per the accounting codes in the attachment to this ordinance:

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, the City Auditor shall establish such account codes as necessary.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
