Explanation
BACKGROUND: Ordinance No. 2462-2014, approved by City Council on November 24, 2014, authorized the Board of Health to enter into contract with Local Matters for the creation and implementation of the Columbus/Franklin County Local Food Action Plan. This ordinance is needed to modify, increase and extend contract EL016537 with Local Matters in the amount of $27,500.00, for a total contract amount not to exceed $115,670.00, for an additional six months, ending November 30, 2016. This modification is needed to continue the development of the Columbus/Franklin County Local Food Action Plan, and will allow Local Matters to provide ongoing support for Columbus Public Health in community engagement efforts, and to gather community stakeholder input that will inform the Local Food Action Plan documents expected to be finalized in November 2016.
With support from Local Matters, the Local Food Action Plan project team has engaged more than 900 community residents in the planning process since January 2015. Robust community engagement will be essential in finalizing a plan that will be embraced by the community for implementation. City Council wishes to continue to support this Plan and has made available in the Neighborhood Initiatives Fund an additional $27,500.00 for this contract increase.
Local Matters is a not-for-profit organization that has the expertise required to develop a Food Action Plan for the City. Their Contract Compliance No. 06-1819644 expires on May 30, 2016. This ordinance is submitted as an emergency to ensure the Local Food Action Plan is completed within the expected timeline.
FISCAL IMPACT: Funding for this contract increase is made available from the City’s Neighborhood Initiatives Fund.
