Background

This legislation authorizes the Director of the Department of Development to contract with HNS Sports Group, the United States Golf Association’s (USGA) contracted management entity, to provide support to 2016 U.S. Senior Open. The U.S. Senior Open will be held the week of August 8th, 2016 at Scioto Country Club and the event will cast a national and international spotlight on Columbus and central Ohio. Within the world of sports and golf, Greater Columbus/City of Columbus will be placed alongside other 2016 USGA championship host markets - Pittsburg (2016 U.S. Open), Detroit (2016 U.S. Amateur), San Jose (2016 U.S. Women's Open) and New York (2016 U.S. Amateur 4-ball).  It is anticipated that the 2016 U.S. Senior Open will generate over $12 million in combined (direct & indirect) spending with a visitor spending impact of $6.9 million for the greater Columbus community.  This event will draw thousands of visitors from the U.S. and overseas who will book downtown hotel rooms and will support local retail businesses. Over 10,000 hotel room nights will be booked in total, with the Downtown Columbus Hilton being selected as the host hotel and accounting for over 1,500 room nights booked throughout the week of competition. Attendees to the 2016 U.S. Senior Open will be comprised of a combination of individual golf fans, business leaders and political/diplomatic leaders from the U.S. and around the world.

Fiscal Impact: Funding in the amount of $75,000 is budgeted and available within General Fund.

 

Emergency action is requested so that an immediate payment can be made and financial support can be provided as event preparations are currently underway.

Body

WHEREAS, this legislation authorizes the Director of the Department of Development to contract with HNS Sports Group, LTD, the United States Golf Association’s (USGA) contracted management entity, to provide support to the 2016 U.S. Senior Open; and

 

WHEREAS, the 2016 U.S. Senior Open will be held the week of August 8th, 2016 at Scioto Country Club and the event will cast a national and international spotlight on Columbus and central Ohio; and

 

WHEREAS, the 2016 U.S. Senior Open will generate over $12 million in combined (direct & indirect) spending with a visitor spending impact of $6.9 million for the greater Columbus community; and

 

WHEREAS, this contract is awarded pursuant to provisions of Columbus City Code Chapter 329 relating to non-profit services; and 

 

WHEREAS, an emergency exists in the usual daily operation of the Department of  Development in that is immediately necessary to authorize the Director to enter into a contract with HNS Sports Group, Ltd. in support of the 2016 U.S. Senior Open as event preparations are currently underway, for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Development is hereby authorized and directed to enter into contract with HNS Sports Group LTD, for support of the 2016 U.S. Senior Open.

 

SECTION 2. That the transfer of $75,000.00, or so much thereof as may be needed, is hereby authorized between departments within the General Fund 1000, per the accounting codes in the attachment to this ordinance.

SECTION 3. That the expenditure of $75,000.00, or so much thereof as may be needed pursuant to the action authorized in SECTION 1, is hereby authorized in the General Fund 1000, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That for the reason stated in the preamble here to, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
