Explanation

This ordinance authorizes the Director of the Recreation and Parks Department to enter into a lease agreement for 51.10 acres, approximately, of real property located at 1960 West Broad Street, Columbus, Ohio 43223 {Franklin County Tax Parcel(s) 010-067014} (i.e. Property) with the State of Ohio, via it’s Department of Administrative Services (ODAS) for the term of five (5) years.

BACKGROUND: The City via its Recreation and Parks Department (CRPD) has leased a portion of the property from ODAS in order to use, operate, and maintain a public park commonly known as “Rhodes Park.” The City’s existing lease with ODAS to operate Rhodes Park recently expired, and CRPD desires to continue to lease the same portions of the Property in order to use, operate, and maintain Rhodes Park. The City and ODAS agree in principle for the City to lease Rhodes Park for a term of five (5) years in consideration of the City paying a onetime nominal lease payment of Five and 00/100 U.S. Dollars ($5.00).

Contract Compliance: Not applicable.

Fiscal Impact: $5.00 is required and budgeted in the Recreation and Parks Operating Fund 2285 to meet the financial obligations of this lease.

Emergency Justification: An emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to enter into said lease due to current lease expiration and so that the activities at Rhodes Park can continue.

Benefits to the Public: By acquiring the continued abilitiy to utilize this property, we will be able to offer more sporting events. Leasing of the property will continue to maintain the 51+ acres as open park space, athletic field space and provide both active and passive recreation opportunities for the community.
