Explanation

This ordinance authorizes a grant agreement between Columbus City Council and J. Jireh Development Corporation for the purpose of providing housing stabilization services and extra-curricular activities and programming for at-risk youths.

 

J. Jireh Development Corp. (JJDC) was founded by Pastor Norman Brown and provides services to poverty stricken residents in the Kimball Farms community on the near east side. Pastor Norman’s goal is to inspire his community to become self-sufficient individuals who are able to contribute to society. 

 

JJDC holistically serves individuals, families, and the communities in central Ohio.  They are a faith-based ministry and are regulated by a Board of Trustees.  Founded in 2009, this organization is built upon the solid foundations of quality services and skilled planning.  As a personal and community development corporation, JJDC invests in building people as well as their brick and mortar surroundings. 

 

The target constituents are residents living at or below poverty level and in need of assistance. The intended outcome would prevent homelessness and provide shelter, particularly prior to the winter months.  JJDC provides affordable housing known as the “House of Refuge” to citizens that are marginalized.

 

The funds would also be used to assist at-risk youth by providing extra-curricular activities and programming.  For example, JJDC sponsors structured events to keep youth out of trouble and off of the streets. Their goal is to “Enhance students’ motivation to learn, master goal orientation, to share communal love, and to address the neighborhood crime within the community.”

 

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

 

Emergency action is requested in order to have housing support funding in place for the winter season.

 

Title

To authorize Columbus City Council to enter into a grant agreement with J. Jireh Development Corporation for the purpose of providing housing stabilization services and extra-curricular activities and programming for at-risk youths; to authorize the appropriation and expenditure of $3,000.00 in the Neighborhood Initiatives subfund; and to declare an emergency. ($3,000.00)

 

Body

WHEREAS, J. Jireh Development Corporation is a community agency dedicated to promoting self-sufficiency and sustainability in the Kimball Farms neighborhood on the near east side; and

 

WHEREAS, J. Jireh Development Corporation provides vital services to those living at or below the poverty level, such as housing support, shelter, and programming intended to provide at-risk youth with opportunities; and

 

WHEREAS, this Council wishes to supplement the work of J. Jireh Development Corporation through the provision of a grant that will support the organization’s housing and youth programming activities; and

 

WHEREAS, an emergency exists in the usual business of the city in that it is immediately necessary to enter into a grant agreement with J. Jireh Development Corporation to ensure that funding is available during the season of greatest need, for the public health, safety and welfare; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That Columbus City Council is hereby authorized to enter into a grant agreement with J. Jireh Development Corporation in support of the agency’s housing and youth programming activities.

 

SECTION 2. That the City Auditor is hereby authorized to appropriate $3,000.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to Columbus City Council, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 3. That the expenditure of $3,000.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to Columbus City Council, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That for reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from the after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
