Explanation
This ordinance authorizes a service agreement between the Department of Development and the Community Shelter Board for the purpose of providing housing assistance services.

Community Shelter Board is a collective impact organization leading the community’s response to homelessness by creating collaborations, developing innovative solutions, and investing in quality programs in Columbus and Franklin County. The agency is able to coordinate housing support services among central Ohio's many outstanding non-profit providers.

Community Shelter Board will work with local service organizations to provide rental assistance and evicition avoidance services. Franklin County experiences one of the highest eviction rates in the state, and as housing prices rise, the risk of eviction and homelessness increases for low-income residents and those living at or below the poverty level. The target constituents are those individuals in need of rental assistance, the intended outcome being the prevention of homelessness and eviction.

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

Emergency action is requested in order to have housing support funding in place for the winter season.
