Explanation

Background: This ordinance authorizes the Finance and Management Director to enter into an option Universal Term Contract (UTC) for the purchase of Traffic Sign Posts and Street Name Sign Posts. The primary user is the Department of Public Service. The term of the proposed option contract is through July 1, 2019. The contract may be extended for up to two additional one (1) year periods, subject to mutual agreement by both parties. The Purchasing Office opened formal bids on September 29, 2016.
The Purchasing Office advertised and solicited competitive bids in accordance with the competitive bid section of the City Code (Solicitation RFQ002888). One (1) bid was received.
The Purchasing Office is recommending award to the only bidder that met the requirements of responsive, responsible, and best:
MD Solutions Inc.: CC005987; Items: 1-10, 12, 14, 16, 22-25; $1.00

No award was made for items 11, 13, 15, 17, 18, 19, 20, and 21, due to not receiving a bid on these items. These items will be put out for bid again if needed for future use.

Total Estimated Annual Expenditure: $300,000.00
This company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
Fiscal Impact: Funding to establish this option contract is from the General Fund. City agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
30-Day Designation: This ordinance is being submitted as 30-day legislation.
