Explanation

 

BACKGROUND:

This ordinance authorizes the Director of the Department Technology (DoT), on behalf of the City of Columbus, to enter into a revenue contract with the Franklin County Board of Commissioners (FCBOC) for weekly media services provided by the DoT/Columbus Television (CTV) Media Services office. The DoT Media Services office will videotape, prepare, and schedule cable coverage of the Franklin County Board of Commissioners regular weekly meetings for a twelve month coverage period, to begin January 1, 2017 through December 31, 2017 for which it will be reimbursed in the amount of $33,398.00.

 

The Department of Technology Media Services office will also provide similar production services for coverage of the Franklin County Budget Hearings, as determined by the Franklin County Board of Commissioners' Public Affairs Division and CTV media services office. Air-time is at no charge by virtue of the City's agreement with video service providers.  The Department of Technology will bill FCBOC on a monthly basis for media services provided.

 

FISCAL IMPACT

In 2015 and 2016, the Department of Technology entered into revenue contracts for $32,196.60 and $36,055.80 respectively with FCBOC. The Department of Technology has identified approximately 179.27 hours of Media Services time at a cost of $33,398.00, to the Franklin County Board of Commissioners, and therefore request compensation for the cost of production services provided by Media Services.

Body

 

WHEREAS, the Department of Technology, on behalf of the City of Columbus, has identified approximately 179.27 hours of Media Service time, inclusive of similar production services for the Franklin County Board of Commissioners (FCBOC), at a cost of $33,398.00 to the FCBOC for a twelve month coverage period, January 1, 2017 through December 31, 2017; and

 

WHEREAS, the Department of Technology (DoT) Media Services office, on behalf of the City of Columbus, will provide media services to the Franklin County Board of Commissioners entailing videotape, preparation and scheduling of cable coverage of the FCBOC regular weekly meetings, and similar production services for coverage of the Franklin County Budget Hearings, as determined by the FCBOC Public Affairs Division and CTV media services office; and

 

WHEREAS, the Franklin County Board of Commissioners has agreed to enter into a contract with the City of Columbus, Department of Technology to pay for media services with CTV to be billed on a monthly basis; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Technology to authorize the Director to enter into a revenue contract with the Franklin County Board of Commissioners for media services to be provided for the immediate preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1:  That the Director of the Department of Technology (DoT), on behalf of the City of Columbus, is hereby authorized to enter into a revenue contract with the Franklin County Board of Commissioners to provide weekly media services; in the amount of $33,398.00 to be billed on a monthly basis with a coverage period of January 1, 2017 through December 31, 2017.

 

SECTION 2:  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
