Explanation
BACKGROUND: Ordinance 1319-2016, approved by City Council on 06/16/2016, authorized the Board of Health to enter into contract with Beyond Spots and Dots, Inc. for a safe sleep educational media campaign. These services were advertised through vendor services (RFQ000863). This ordinance is needed to modify, increase and extend contract PO014834 in the amount of $75,000.00 for the total contract amount not to exceed $143,000.00 for a time period June 6, 2016 through December 31, 2017 with Beyond Spots and Dots, Inc. This modification is needed to provide continued work on the safe sleep campaign.
In 2016 Franklin County had 167 infant deaths (rate being 8.8 deaths per 1,000 live births) 26 of them were sleep-related infant deaths (15.6%).
Funds are made available by the Central Benefits Safe Sleep Campaign Grant.
This ordinance is submitted as an emergency to ensure the grant deliverables are met within the required grant timeline.
FISCAL IMPACT: This contract is entirely funded by the grant award from The Central Benefits Health Care Foundation.

WHEREAS, it is necessary to modify contract PO014834 with Beyond Spots and Dots, Inc. by increasing the contract by $75,000.00 and extending these services through December 31, 2017; and,
WHEREAS, this ordinance is being submitted as an emergency measure so that the work on the safe sleep campaign can continue without interruption within the grant deliverable timeline; and
