EXPLANATION

BACKGROUND:

The City owns real property located at 3232 Indian Village Road, Columbus, Ohio 43221 {Franklin County Tax Parcel 580-198695} (“Property’), which is located on Griggs Reservoir and managed by the Department of Finance and Management (“Finance”). The City has facilities, including the McKnight Outdoor Education Center, at this location. The Ohio Power Company, an Ohio corporation doing business as American Electric Power (“AEP”), currently has an easement allowing it to provide power to this site.  However, due to an increase in voltage requirements with the addition of the McKnight Center, AEP needs to upgrade the service.  AEP is requesting an electric utility service easement to burden a portion of the property located at 3232 Indian Village Road in order to install certain electric facilities and associated appurtenances to service the buildings located on that property with electrical energy and impulses (“Easement”). Finance, along with the Recreation and Parks Department and the Department of Public Utilties, reviewed the request and support granting AEP a non-exclusive Easement in consideration that the Easement is exclusively for providing electric utility services to the Property.
