Explanation

 

BACKGROUND:  This ordinance authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with DLZ Architecture, Inc. for Professional Services for the renovation at 1111 East Broad Street - Elevator Upgrade project.

This renovation project will include the modernization of six (6) elevators in the building.  Four (4) of the elevators are for standard passenger service, one allows dock access, and the other is for carrying freight throughout the building.  Furthermore, this modernization will include bringing all elevators up to current elevator code.  The scope of work shall include design, engineering, and construction contract administration services. 

The Department of Finance and Management solicited Request for Proposals for the Professional Service contract.  The project was formally advertised on the Vendor Services website from February 28, 2017, to March 20, 2017.  The City received two responses as listed.  All proposals were deemed responsive and were fully evaluated by the Evaluation Committee.

DLZ Architecture, Inc. received the highest score by the evaluation committee and will be awarded the Professional Service contract for the renovation at 1111 East Broad Street - Elevator Upgrade project.

DLZ Architecture, Inc. Contract Compliance No. 31-1209514, expiration August 5, 2018.

Fiscal Impact:  This ordinance authorizes the expenditure of $200,000.00 from the Construction Management Capital Improvement Fund with DLZ Architecture, Inc. for Professional Services for the Renovation at 1111 East Broad Street - Elevator Upgrade project.

WHEREAS, it is necessary to amend the 2017 Capital Improvement Budget; and

 

WHEREAS, it is necessary to authorize the transfer of funds between projects within the Construction Management Improvement Fund; and

WHEREAS, the Office of Construction Management solicited Requests for Proposals for Professional Services for the elevator modernization at the Jerry Hammond Building, 1111 East Broad Street; and

WHEREAS, after evaluating the RFP’s, the Finance and Management Director is recommending a contract award to DLZ Architecture, Inc.; and

WHEREAS, it has become necessary in the usual daily operation of the Department of Finance and Management to authorize the Director to enter into a contract, on behalf of the Office of Construction Management, with DLZ Architecture, Inc. for professional design services for elevator renovations at the Jerry Hammond Center for the public health, safety and welfare; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 SECTION 1.  That the 2017 Capital Improvement Budget be amended in Fund 7733 as follows:

 

Project Name:  City Hall Renovations - Various (Unvoted Carryover) | Project ID Number:  570031-100001 | Current Authority: $5,457,978.00 | Revised Authority: $5,257,978.00 | Difference: ($200,000.00)

Project Name:  1111 E. Broad Street Renovations - Elevator Modernization (Unvoted Carryover) | Project ID Number:  570078-100001 | Current Authority: $3,600.00 | Revised Authority: $203,600.00 | Difference: $200,000.00

 

SECTION 2.  That the transfer of $200,000.00, or so much thereof as may be needed, is hereby authorized within Fund 7733, Construction Management Capital Improvement Fund per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the Finance and Management Director is hereby authorized to enter into a contract, on behalf of the Office of Construction Management, with DLZ Architecture, Inc. for the renovation and modernization of the elevator system at the Jerry Hammond Building, located at 1111 E. Broad Street.

 

SECTION 4.  That the expenditure of $200,000.00, or so much thereof as may be necessary in regard to the action authorized in SECTION 3, is hereby authorized in the Construction Management Capital Improvement Fund, Object Class 06 - Capital Outlay per the accounting codes in the attachment to this ordinance.

SECTION 5. That the monies in the foregoing Sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
