Explanation
Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Builderscape, Inc. for the demolition of old and installation of new benches and trash receptacles at Franklin, Hanford Village and Nelson Parks.
Members of the Near East Area Commission (NEAC) requested park improvements using Urban Infrastructure Recovery Funds (UIRF). The request included updating benches and trash receptacles at Franklin Park to improve the use for those walking the paths for exercise and to improve the overall aesthetic of the historic park. Twelve wooden benches in poor condition will be removed and replaced with new steel benches that match other memorial benches currently in the park. An additional five benches will be installed along paths throughout the park. The existing metal drum trash cans will be removed and replaced with 20 steel receptacles that match the new benches. NEAC also requested additional benches at Hanford Village Park and Nelson Park to improve the use of the loop walks at these parks. Two new benches will be installed at Hanford Village and three new benches will be installed at Nelson Park.
The costs for this project will be $77,297.88 with a contingency of $7,730.00 for a total of $85,027.88.
Bids were advertised through Vendor Services, in accordance with City Code Section 329, on May 8, 2017 and received by the Recreation and Parks Department on May 23, 2017. Bids were received from the following companies:

After reviewing the proposals that were submitted, it was determined that Builderscape, Inc. was the lowest and most responsive bidder.
Builderscape, Inc. and all proposed subcontractors have met code requirements with respect to pre-qualification, pursuant to relevant sections of Columbus City Code Chapter 329.

Benefits to the Public: The installation of new benches improves the use of park paths and loop walks by offering people a place to rest and enjoy the surroundings. They also improve the use of adjacent open play areas by providing a location to sit and observe. The installation of new trash receptacles at Franklin Park will improve the park experience for users by providing stationary locations for refuse while enhancing the overall aesthetic of the park. The new trash receptacles will also improve conditions for those who maintain the park by providing anchored receptacles with a side-opening panel, liners with handles and a cover to prevent rainwater from filling the receptacle.
Community Input Issues: The NEAC requested that UIRF monies be spent on park improvements in their area. They were involved in determining the type of improvements and the specific parks. For Franklin Park, the Conservatory offered input on the best locations for benches and trash receptacles.

Master Plan Relation: This project supports goals of the Master Plan by working with the Area Commission to get feedback and gain input on park improvements and needs, using UIRF sources to update parks, and providing needed infrastructure for park activities.
Fiscal Impact: $85,027.88 is budgeted and available in the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract.

To authorize the Director of Recreation and Parks to enter into contract with Builderscape, Inc. for the demolition of old and installation of new benches and trash receptacles at Franklin, Hanford Village and Nelson Parks; to authorize the expenditure of $85,027.88 from the Recreation and Parks Voted Bond Fund. ($85,027.88)

WHEREAS, it is necessary to authorize and direct the Director of the Recreation and Parks to enter into contract with Builderscape, Inc. for the demolition of old and installation of new benches and trash receptacles at Franklin, Hanford Village and Nelson Parks; and
WHEREAS, it is necessary to authorize the expenditure of $85,027.88 from the Recreation and Parks Voted Bond Fund 7702; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks is hereby authorized to enter into contract with Builderscape, Inc. for the demolition of some old and installation of new benches and trash receptacles at Franklin, Hanford Village and Nelson Parks.
SECTION 2. That the expenditure of $77,297.88 with a contingency of $7,730.00 for a total of $85,027.88, is authorized from the Recreation and Parks Voted Bond Fund 7702
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
SECTION 6. For the purpose stated in Section 1, the expenditure of $85,027.88 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachment.
SECTION 7. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
