Explanation

 

1. BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a professional engineering / architectural services agreement with Abbot Studios Architects Planners (“Abbot Studios”) for the Watershed Facilities Improvements Project, in an amount up to $196,000.00, for Division of Water Contract No. 2177. 

 

Project Description:  The Division of Water presently operates Watershed Management offices at 7600 South Sunbury Road, Westerville, Ohio and 3155 Riverside Drive, Columbus, Ohio.  Many of these buildings are more than 60 years old and require updating of multiple building systems.  This project will assess the facilities and identify areas in need of rehabilitation\ upgrade\ repair, provide detailed design and bidding services, and engineer services during construction.  Construction of the improvements will be performed under a separate construction contract.

 

Description of work to be performed during the duration of the contract:  The initial contract will provide for study and needs assessment phase services to identify rehabilitation/upgrade/repair needs and assist the City in prioritizing these improvements by developing a project phasing plan for the facility improvements.  Contract modifications will be requested for subsequent design phase services and construction phase services for all or a portion of the recommended improvements.  Depending on the outcome of the study and the selected project phasing plan, the Division may elect to perform some of the improvements under separate engineering contracts procured through future RFP efforts.

 

Project Timeline and Modifications:  The initial study is anticipated to begin 3rd quarter 2017.  Contract Modification No. 1 for detailed design is scheduled for 2nd quarter 2018.  Contract Modification No. 2 for Engineering Services During Construction will coincide with construction scheduled to begin in 2019. Construction completion is projected for 2020.

 

Estimate full cost for this project:

Engineering:

                     Original Contract (Study):   $196,000

                     Anticipated Contract Mod. No. 1 (Detailed Design Engineering): $300,000

                     Anticipated Contract Mod. No. 2 (Engineering Services During Construction): $300,000

 

The Community Planning Area for this project is “99 - N/A” since work is being performed outside established community planning areas.

 

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT:  Occasional improvements are necessary to reduce excessive maintenance costs and extend the life of City buildings.  Upgrades and best practices to the administrative and field office facilities for Watershed Management will be evaluated and considered for improvement. These improvements have the potential for positive environmental impacts and potential energy savings by improving the building envelopes.  As this phase of the project is strictly an evaluation and study, no community outreach is anticipated.

 

3. BID INFORMATION:  The selection of the firm providing the professional engineering / architectural services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329, "Awarding professional service contracts through requests for proposals."  The evaluation criteria for this contract included:  1. Understanding of the Project, 2. Environmentally Preferable, 3. Past Performance, 4. Local Workforce, 5. Project Manager, and 6. Project Staff.

 

On April 14, 2017, the Department received four (4) proposals from:  Abbot Studios, ms consultants, Moody Nolan, and HKI Associates.

 

An evaluation committee reviewed the proposals and scored them based on the criteria mentioned above.  The Department of Public Utilities recommends that the contract be awarded to Abbot Studios.

 

The Contract Compliance Number for Abbot Studios is 31-1181520 (expires 5/10/19, MAJ, DAX #004796). 

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Abbot Studios.

 

4. FISCAL IMPACT: There are sufficient funds in the Water G.O. Bonds Fund for this expenditure.

To authorize the Director of Public Utilities to enter into an agreement with Abbot Studios Architects Planners for professional engineering / architectural services for the Watershed Facilities Improvements Project; for the Division of Water; and to authorize an expenditure up to $196,000.00 within the Water General Obligations Bonds Fund.  ($196,000.00)

 

 

Body

 

WHEREAS, four (4) technical proposals for professional engineering / architectural services for the Watershed Facilities Improvements Project was received on April 14, 2017; and

 

WHEREAS, the Department of Public Utilities recommends that the agreement be awarded to Abbot Studios Architects Planners (“Abbot Studios”); and

 

WHEREAS, it is necessary for this Council to authorize an expenditure of funds within the Water G.O. Bonds Fund, for the Division of Water; and 

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Water, Department of Public Utilities, to authorize the Director of Public Utilities to enter into a professional engineering / architectural services agreement with Abbot Studios for the Watershed Facilities Improvements Project; for the preservation of the public health, peace, property and safety; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to enter into a professional engineering / architectural services agreement for the Watershed Facilities Improvements Project with Abbot Studios Architects Planners (FID# 31-1181520), 130 E. Chestnut St., Ste. 302, Columbus, OH 43215; for an expenditure up to $196,000.00 in accordance with the terms and conditions of the contract on file in the Office of the Division of Water.

 

SECTION 2. That an expenditure of $196,000.00 or so much thereof as may be needed, is hereby authorized in Fund 6006 - Water G.O. Bonds Fund, in Object Class 06, Capital Outlay, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 5.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 7.  That this Ordinance shall take effect and be in force from and after the earliest
