BACKGROUND: This ordinance authorizes the Director of Public Utilities to enter into a contract with the Columbus Regional Airport Authority to clarify maintenance and operation responsibilities for water and sewer infrastructure in the Rickenbacker water and sewer service area.

To authorize the Director of Public Utilities to enter into a contract with the Columbus Regional Airport Authority to clarify maintenance and operation responsibilities for water and sewer infrastructure in the Rickenbacker water and sewer service area.
Body

WHEREAS, in 1991, the City of Columbus and Franklin County entered into a contract whereby Columbus provided water service to an area referred to as the Rickenbacker water service area; and
WHEREAS, in 2011, the City of Columbus and Franklin County entered into a contract which transferred all rights the County had in water lines, booster stations, water towers and all other structures associated with the distribution of water to the City, along with the right to provide water for the Rickenbacker water service area; and
WHEREAS, in 1995, the City of Columbus, Franklin County, the Rickenbacker Port Authority and the Village of Lockbourne entered into a contract for sewer service to the Rickenbacker sewer service area; and
WHEREAS, in 1996, the City of Columbus, Franklin County, the Rickenbacker Port Authority and the Village of Lockbourne entered into an agreement whereby the Rickenbacker Port Authority assigned and transferred all of its rights and obligations under the 1995 sewer agreement to the County; and
WHEREAS, in 2012, the City of Columbus, the Village of Lockbourne and Franklin County entered into a contract which transferred all rights the County had in sewer lines, pump stations and all other structures associated with the collection of sewage to the City, along with the right to provide sewer service, in the Rickenbacker sewer service area; and
