Explanation

BACKGROUND

The purpose of this ordinance is to authorize a purchase of pharmaceutical supplies from BoundTree Medical LLC for the Division of Police in the amount of $20,000. Columbus, along with other major cities, has been plagued by an opiate epidemic that is a crisis of unparalleled proportion, with devastating, often deadly consequences. Naloxone reverses the effects of overdose for opioids such as heroin, fentanyl, and carfentanil. In an effort to prevent additional deaths, the City began equipping some uniformed personnel of the Division of Police (CPD) with this life-saving drug in summer 2016. The results were immediate, as CPD successfully administered Naloxone 58 times during the pilot program. In all of 2016, CPD and the Columbus Division of Fire administered over 2,300 doses. With CPD’s commitment to expand the program, additional funding has been requested to provide 329 doses of Narcan along with the mucosal atomizer devices to administer the drug. This ordinance authorizes the expenditure of $20,000 within the Public Safety Initiatives Fund for these pharmaceutical supplies.

BID INFORMATION: A Universal Term Contract established by the Purchasing Office with BoundTree Medical LLC exists for these purchases. BoundTree Medical LLC is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

CONTRACT COMPLIANCE: BoundTree Medical LLC - #31-1739487 (Active C.C.: 02/17/2018).

EMERGENCY DESIGNATION: Emergency action is requested to ensure that law enforcement is equipped with the sufficient amount of Naloxone to protect the health, safety, and welfare of the residents of Columbus.

FISCAL IMPACT: Total cost of the contract is $20,000 and is available in the 2017 budget within the Public Safety Initiative Fund, Fund 1000-100016.
