Explanation

BACKGROUND: This legislation amends Ordinance 0444-2017, passed February 27, 2017 and allows the Director of Development to reallocate funding for homeowner counseling services with Columbus Housing Partnership dba Homeport (Homeport), Homes on the Hill CDC and OSU Extension Services and Columbus Urban League and to modify an existing contract with Columbus Urban League.

Emergency action is requested to allow program services to continue without interruption.

 

FISCAL IMPACT: No additional funds are required for this legislation.  This ordinance will reallocate funding approved in Ordinance 0444-2017 which will reduce funding with Columbus Housing Partnership dba Homeport (Homeport) by $809.00, Homes on the Hill CDC by $11,432.00, and OSU Extension Services by $3,788.00, and increasing funding to Columbus Urban League by $16,029.00.

To amend Ordinance 0444-2017, passed February 27, 2017 and allows the Director of the Department of Development to reallocate funding for homeowner counseling services with Columbus Housing Partnership, dba Homeport (Homeport), Homes on the Hill CDC and OSU Extension Services; to authorize the Director to modify a contract with Columbus Urban League; and to declare an emergency.

 

Body

WHEREAS, the Director of the Department of Development desires to reallocate funding with various non-profit organizations to provide HUD Certified homeowner counseling services from what was provided in Ordinance 0444-2017 passed February 27, 2017; and

 

WHEREAS, Columbus Housing Partnership dba Homeport (Homeport), Homes on the Hill CDC, OSU Extension Services and Columbus Urban League, are non-profit organizations approved to receive CDBG funding to provide HUD Certified homeowner counseling services; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to modify funding for Columbus Housing Partnership, dba Homeport (Homeport), Homes on the Hill CDC, OSU Extension Services and Columbus Urban League and modify the contract with Columbus Urban League, so that necessary services will not be interrupted, all for the preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1.                     That the Director of the Department of Development is hereby authorized to reallocate funding to Columbus Housing Partnership, dba Homeport (Homeport), Homes on the Hill CDC, OSU Extension Services and Columbus Urban League, for the purpose of providing HUD Certified homeowner counseling services.

  

Section 2.                      That the Director of Development is hereby authorized to modify the contract with Columbus Urban League to increase the funding provided in the original contract.

 

Section 3.                     That for the reasons stated in the preamble hereto, which hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
