Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Public Safety, on behalf of the Division of Support Services, to enter into a contract with Tyco SimplexGrinnell LP for the Maintenance and Support of the Neighborhood Safety Camera program.

As part of a comprehensive approach to preventing and fighting crime in Columbus neighborhoods, the City of Columbus entered into contract with SimplexGrinnell in 2011 to design and install safety cameras in five original neighborhoods. The program has since been expanded to include a total of 300 cameras in 100 locations in Columbus neighborhoods that includes the Hilltop, Livingston Avenue, Mt. Vernon, Weinland Park, Linden and most recently Franklinton, the Far East and Far North areas of Columbus. All warranties on all the cameras installed prior to this year have expired and this legislation is seeking authorization to enter into contract with Tyco SimplexGrinnell to perform full-service preventative maintenance and repairs on approximately 300 cameras as well as any new systems that may be installed during the life of this contract. The original contract was bid in 2013. This is the third year of a 3 year extension (EL014679).

Contract Compliance:Contract Compliance No. is 58-2608861, with an expiration date of 8/17/18.

Emergency Designation: Emergency legislation is requested to ensure that the Neighborhood Safety Cameras continue to operate properly without interruption.

Fiscal Impact: This legislation authorizes the expenditure of $160,000.00 from the Division of Support Service's General Fund operating budget for the maintenance and support of the Neighborhood Safety Cameras. Approximately $180,000.00 were budgeted in the 2017 General Fund operating budget for this contract; however $20,000.00 were encumbered earlier in the year.
