Title: To authorize the Director of Recreation and Parks to enter into contract with Burgess and Niple for engineering services for the Olentangy Trail - Arena District Connector; to authorize the expenditure of $202,708.33 from the Recreation and Parks Voted Bond Fund and Street and Highways General Obligations Bond Fund; to amend the 2017 Capital Improvement Budget; and to declare an emergency. Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Burgess and Niple for engineering services for the Olentangy Trail - Arena District Connector. Stage one will develop the preliminary plans for the project, including bridge type, public involvement, utility coordination, and environmental inventory. A modification for the contract will be submitted in 2018 for Stage Two detailed plan development.

The Department was awarded Clean Ohio Trails Funds in May of 2017 to assist towards construction of the bridge. The Arena District Connector will build a bridge from the Olentangy Trail to a newly improved Nationwide Boulevard in downtown Columbus. The bridge will be a direct connection from the regional trail for thousands of residents and workers in the Arena District. The project will coincide with major city projects at the west end of Nationwide Boulevard, including large scale office and residential developments, biking and walking improvements to the street, and a future park development along the east bank of the Olentangy. The bridge also provides a significant non-motorized transportation facility to a heavily congested downtown area.

The costs for this project will be $202,708.33.

Proposals were advertised through Vendor Services, in accordance with City Code Section 329, on March 15, 2017 and received by the Recreation and Parks Department on April 14, 2017. Proposals were received from the following companies:

In accordance with City Code, a selection team evaluated the proposals and recommended Burgess and Niple be selected to perform the work. The firm was chosen based on their reference projects, experience, qualifications, availability, timeline, and project approach.
