Explanation

 

BACKGROUND: This ordinance provides the option for City departments to purchase Reliable Control Parts and Services in order to maintain the heating, cooling and ventilation (HVAC) in various City of Columbus facilities with Riley & Associates Inc.  The Department of Recreation and Parks is  the primary user. The term of the proposed Universal Term Contract (UTC) would be from the date of execution by the City up to and including October 31, 2019 with the right to extend for one (1) additional one year term subject to mutual agreement by both parties.  Riley & Associates is the only local authorized distributor for Reliable Control Corporation parts with factory trained engineering and service personnel.

Total Estimated Annual Expenditure: $50,000.00

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

FISCAL IMPACT:  Funding to establish this option contract is from the General Fund.  City agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.

Body

 

WHEREAS, a variety of Reliable Control Parts and Services are needed to maintain City of Columbus Recreation Centers and City facilities on an as needed and emergency basis; and

WHEREAS, Riley & Associates is the only local authorized distributor for Reliable Control Corp. parts with factory trained engineering and service personnel; and

WHEREAS, this ordinance addresses Purchasing objectives of 1) maximizing the use of City resources by obtaining optimal products/services at low prices and 2) encouraging economic development by improving access to City bid opportunities and 3) providing effective option contract for City agencies to efficiently maintain their supply chain and service to the public; and

WHEREAS, it has become necessary in the usual daily operations of the Department of Recreation and Parks, the primary user, to authorize the Finance and Management Director to enter into an option contract with Riley & Associates Inc. in accordance with the sole source provisions of the Columbus City Code for the purchase of Reliable Control Parts and Services; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Finance and Management Director is hereby authorized to enter into the following contract for the option to purchase Reliable Control Parts and Services in accordance with the sole source provisions of the Columbus City Code for the term expiring October 31, 2019, with the option to extend for one (1) additional year based on mutual agreement.

Riley & Associates Inc.; All Reliable Control Parts and Services, $1.00

SECTION 2. That the expenditure of $1.00 is hereby authorized from the General Fund, Organization Level: 45-01, Fund 10, OCA: 450047, Object Level 3: 2270 to pay the cost thereof.

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
