Explanation

This ordinance authorizes the Director of Development to enter into a contract with the Greater Columbus Sports Commission in support of the 2018 OhioHealth Cap City Half Marathon.

 

The OhioHealth Cap City Half Marathon takes place on April 28, 2018. Organizers anticipate that more than 14,000 runners and walkers will participate during the 15th anniversary event.  In 2016 and 2017, the half marathon served as the crowning event for the USA Half Marathon Championships, USA Track and Field’s most prestigious competition. The 200 best male and female half marathon runners in the country competed for the championship. The Cap City Marathon annually generates in excess of $7.5 million in economic benefit to the city and also serves as a considerable contribution to the culture of health and wellness that is becoming a hallmark of central Ohio.

 

The event organizers have also partnered with the Department of Recreation and Parks to create the “Be a Champion” youth training program, which is designed to encourage youth fitness in Columbus. Program participants are invited to join by running or walking in the half marathon event.

 

The city intends to provide $100,000.00 to the Columbus Sports Commission in support of the 2018 event. Providing supplemental support to the event will allow organizers to better leverage media and event planning resources and increase the profile of the city as one that crowns champions.

 

Fiscal Impact: Funding is available within both the general fund and the Neighborhood Initiatives subfund.

To authorize the Director of the Department of Development to enter into contract with the Greater Columbus Sports Commission; to appropriate $25,000.00 in the general fund, Neighborhood Initiatives subfund; to authorize the transfer of $75,000.00 between departments within the general fund; and to authorize an expenditure of $100,000.00 from the general fund. Body

WHEREAS, the OhioHealth Cap City Marathon/Half Marathon/Quarter Marathon/5k is an annual event that draws thousands of participants to Columbus each year and generating more than $7.5 million in economic benefit to the city; and

 

WHEREAS, the 2016 and 2017 events served as the USA Track and Field’s National Championship event, showcasing Columbus as a city that crowns champions; and

 

WHEREAS, the event provides an opportunity to highlight the “Be a Champion” program, a partnership between the event organizers and Recreation and Parks that encourages youth fitness and physical activity; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Development to authorize the Director to enter into contract with the Greater Columbus Sports Commission to support the 2018 Cap City Half Marathon; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Department of Development is hereby authorized to enter into contract with the Greater Columbus Sports Commission to provide operational support to the OhioHealth Cap City Marathon/Half Marathon/Quarter Marathon/5K to be held on April 28, 2018.

 

SECTION 2.  That the City Auditor be and is hereby authorized and directed to appropriate $25,000.00 in the Neighborhood Initiatives Fund, fund 1000, subfund 100018, to the Department of Development, Economic Development Division, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 3. That the transfer of $75,000.00, or so much thereof as may be needed, is hereby authorized between departments within the general fund 1000, per the accounting codes in the attachment to this ordinance.

SECTION 4. That the expenditure of $100,000.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the general fund 1000, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 5.  That this contract is awarded pursuant to the provisions of City Code Chapter 329 relating to not-for-profit service contracts.

 

SECTION 6. That this ordinance shall take effect at the earliest point allowable under law.
