Title: To authorize the Director of Public Utilities to execute a construction contract with U.S. Utility Contractors, Inc. for the McCutcheon Road Street Lighting Improvements Project; and to authorize an expenditure up to $175,734.01 within the Electricity General Obligations Bonds Fund for the Division of Power. Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with U.S. Utility Contractors, Inc. for the McCutcheon Road Street Lighting Improvements Project; in an amount up to $175,734.01; for the Division of Power.

This project consists of installing 38 LED Cobrahead-style luminaires on wood poles with overhead wiring on McCutcheon Road between Sunbury Road and Stelzer Road, and other such work as may be necessary to complete the contract, in accordance with the drawings and specifications.

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: This work is being performed with the City of Columbus’s goal to light every street. The addition of street lighting within the McCutcheon Road area could provide both a sense of security and additional visibility on the roadways. This may also deter criminal activity, which would lessen the financial impact on city resources such as the Police and Fire departments.

3. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened four bids on July 26, 2017 from:

1. U.S. Utility Contractors, Inc. $175,734.01
2. Complete General Construction $183,245.70
3. Asplundh Construction Co. $257,859.80
4. Jess Howard Electric Co. $388,180.51

4. PRE-QUALIFICATION STATUS: U.S. Utility Contractors, Inc. has met code requirements with respect to pre-qualification, pursuant to relevant sections of Columbus City Code Chapter 329. There are no proposed subcontractors on this project.

U.S. Utility Contractors’s bid was deemed the lowest, best, most responsive and responsible bid in the amount of $175,734.01.
