Explanation

BACKGROUND:  This legislation is for the option to establish a Universal Term Contract (UTC) for Rental of Construction Equipment with Operator for the Division of Sewerage and Drainage, the primary user.  This contract will provide for the rental of an assortment of equipment with operators for various City departments. A major user is the Public Utilities Department, in the maintenance of water mains, sewers and appurtenant structures.  The term of the proposed option contract would be approximately three years, expiring October 31, 2020, with the option to extend for two (2) additional one (1) year periods.  The Purchasing Office opened formal bids on July 13, 2017.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding (Request for Quotation No.  RFQ005513).  One (1) bid was received. 

 

The Purchasing Office is recommending award of one (1) contract to the responsive, responsible and best bidder:

 

Travco Construction Inc.,

Total Estimated Annual Expenditure: $1,000,000, Division of Sewerage and Drainage, the primary user

 

This company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of States database for Findings for Recovery.

 

This ordinance is being submitted as 30-day legislation.

 

FISCAL IMPACT: Funding to establish this option contract is budgeted in the General Fund. City agencies will be required to obtain approval to expend from its own appropriations. 

 

Title

 

To authorize the Finance and Management Director to enter into a contract for the option to purchase Rental of Construction Equipment w/Operator with Travco Construction, Inc.; to authorize the expenditure of one dollar ($1.00) to establish this contract from the General Fund. ($1.00)

 

Body

 

WHEREAS, the Rental of Construction Equipment with Operator contract is used for construction and maintenance of water mains, sewers and appurtenant structures; and, 

 

WHEREAS, the Purchasing Office advertised and solicited formal bids on July 13, 2017 and selected Travco Construction, Inc. as the overall lowest, responsive, responsible and best bidder; and

 

WHEREAS, this ordinance addresses the Purchasing objective of 1) maximizing the use of City resources by obtaining optimal products/services at low prices 2) encouraging economic development by improving access to City bid opportunities and 3) providing an effective option contracts for City agencies to efficiently maintain their supply chain and service to the public; and

 

WHEREAS, it has become necessary in the usual daily operation  of the Department of Public Utilities, to authorize the Director of Finance and Management to enter into a contract with Travco Construction, Inc. for the option to Rent Construction Equipment w/Operator on behalf of the Department of Public Utilities; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director is hereby authorized to enter into the following contract for the option to Rent Construction Equipment w/Operator for the term ending October 31, 2020 with the option to extend for two (2)additional one (1) year periods, as follows:

 

Travco Construction, Inc., All Items, $1.00

 

SECTION 2.  That the expenditure of $1.00 is hereby authorized in Fund 1000 General Fund, Object Class 03 Services per the account codes in the attachment of this ordinance to pay the cost thereof.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
