Explanation

 

BACKGROUND:

This legislation authorizes the Director of the Department of Technology (DoT), on behalf of the Civil Service Commission, to establish a contract with Biddle Consulting Group Inc. for upgrades and licensing of CritiCall software.  This software is utilized by the Civil Service Commission for testing of non-uniformed personnel.  The contract was most recently renewed by ordinance 2813-2016, passed December 5, 2016 through PO040783.   This contract will provide software maintenance and support for the period from December 17, 2017 through December 16, 2018. The total cost of software licensing, maintenance and support is $3,995.00. 

 

This legislation also authorizes the Director of the Department of Technology (DoT), on behalf of the Civil Service Commission, to establish a contract with Biddle Consulting Group Inc. to provide maintenance and support of OPAC application.  This application is also utilized by the Civil Service Commission for testing of non-uniformed personnel.  This agreement for software maintenance and support will be for the period from December 14, 2017 through December 13, 2018 at a cost of $2,899.00.  The total expenditure to be authorized under this ordinance will be $6,894.00.

 

Biddle Consulting Group is the sole provider and copyright holder of the CritiCall and OPAC software utilized by Civil Service.  Accordingly, Biddle Consulting is also the sole source of supply for upgrades, maintenance, support, new releases and additional copies of these products.  For this reason, this ordinance is being submitted in accordance with the provisions of Sole Source procurement of the City of Columbus Chapter 329.

 

FISCAL IMPACT:

In 2015 and 2016, the Department of Technology expended $6,894.00 each year with Biddle Consulting Group, Inc., for services associated with CritiCall upgrades and licensing software ($3,995.00) and OPAC software maintenance and support ($2,899.00) respectively utilized by the Civil Service Commission.  This ordinance will authorize the same expenditure of $6,894.00 for CritiCall for upgrades and licensing software ($3,995.00) and OPAC software maintenance and support ($2,899.00). The funding for these purchases totaling $6,894.00 was budgeted and is available within the Department of Technology, Information Services Operating Fund.

WHEREAS, this legislation authorizes the Director of the Department of Technology (DoT), on behalf of the Civil Service Commission, to establish a contract with Biddle Consulting Group Inc. for upgrades and licensing of CritiCall software and OPAC software maintenance and support utilized by the Civil Service Commission for testing of non-uniformed personnel; the previous contract was authorized by ordinance 2813-2016, passed December 5, 2016 through PO040783; and

 

WHEREAS, this contract will provide upgrades and licensing for CritiCall software for the period from December 17, 2017 through December 16, 2018 in the amount of $3,995.00 and OPAC software maintenance and support for the period from December 14, 2017 through December 13, 2018 in the amount of $2,899.00, for a total cost of $6,894.00; and

 

WHEREAS, Biddle Consulting Group Inc. is the sole provider for upgrades and licensing of CritiCall and OPAC software maintenance and support, so this is being submitted in accordance with the provisions of Sole Source procurement of the City of Columbus Code, Chapter 329; and

 

WHEREAS, it has become necessary in the usual daily operation of the the Department of Technology, on behalf of the Civil Service Commission, to authorize the Director of Technology to establish a contract with Biddle Consulting Group, Inc. for software maintenance and support of CritiCall and OPAC software for testing of non-uniformed personnel, for the immediate preservation of the public health, peace, property, safety, and welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Technology (DoT), on behalf of the Civil Service Commission, be and is hereby authorized to establish a contract with Biddle Consulting Group, Inc. for software upgrades and licensing, maintenance and support of CritiCall for the period from December 17, 2017 through December 16, 2018 for $3,995.00 and OPAC software maintenance and support for the period from December 14, 2017 through December 13, 2018 for $2,899.00.  The total cost associated with this ordinance is $6,894.00. 

 

SECTION 2. That the expenditure of $6,894.00 or so much thereof as may be needed is hereby authorized to be expended as follows (Please see attachment 2209-2017 EXP):

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That this agreement is being established in accordance with the sole source provisions of Chapter 329 of the City of Columbus Code.

 

SECTION 6. This ordinance shall take effect and be in force from and after the earliest period allowed by law.
