Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Tyevco, Inc. for renovations to the boathouse at the O’Shaughnessy Reservoir.  The aquatics section runs a sailing program at the O’Shaughnessy facility during the summer season.  There are two buildings currently there, one is a large block building that holds the sail boats and other equipment and the other is much smaller and is used for an office and small equipment storage.  The small building is in need of repairs but after reviewing the work, it was decided to remove the building and move the office area into the larger block building.  Along with that work, an open shelter will be added for the program and for community use when the program is not in session. 

 

The costs for this project will be $112,000.00 with a contingency of $11,000.00 for a total of $123,000.00.

 

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on June 7, 2017 and received by the Recreation and Parks Department on June 27, 2017.  Bids were received from the following companies:

After reviewing the proposals that were submitted, it was determined that Tyevco, Inc. was the lowest and most responsive bidder.

 

Tyevco, Inc. and all proposed subcontractors have met code requirements with respect to pre-qualification, pursuant to relevant sections of Columbus City Code Chapter 329.

Emergency Justification: An emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to enter into said contract so that work may start during the current construction season in order to be completed before winter 2017/2018.

 

Benefits to the Public: This project will benefit the community by improving and building on an existing program.  It will also add a feature that will be able to be used by the community year round.

Master Plan Relation: This project will support the mission of the Recreation and Parks Master Plan by expanding offerings and amenities to appeal to a more diversified audience and help to maintain existing facilities.

 

Fiscal Impact: $123,000.00 is required and budgeted in the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of these various expenditures.

WHEREAS, it is necessary to authorize and direct the Director of Recreation and Parks to enter into contract with Tyevco, Inc. for renovations to the boathouse at the O’Shaughnessy Reservoir; and

 

WHEREAS, it is necessary to authorize the expenditure of $123,000.00 from the Recreation and Parks Voted Bond Fund 7702; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Recreation and Parks in that it is immediately necessary to authorize the Director to enter into contract with Tyevco, Inc. so that work may start during the current construction season in order to be completed before winter 2017/2018; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized and directed to enter into contract with Tyevco, Inc. for renovations to the boathouse at the O’Shaughnessy Reservoir.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. For the purpose stated in Section 1, the expenditure of $123,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachment.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
