Explanation
BACKGROUND:
This legislation authorizes the Director of Finance and Management to enter into contract with Jack Doheny Companies Inc. for a Self Propelled Easement Machine with a Tandem Axle Trailer that includes up to eight (8) hours of training covering operations and mechanicals of the unit for City of Columbus personnel for the Division of Sewerage and Drainage, Sewer Maintenance Operations Center. The Self Propelled Easement Machine with a Tandem Axle Trailer will be used to reach sewer lines in hard to reach easement areas which do not allow access to large trucks. The Self Propelled Easement Machine with Tandem Axle Trailer will be replacing BT#23398 and BT#23400.
The Purchasing Office advertised and solicited bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (Solicitation RFQ006356). Eighty-two (82) vendors were solicited and two (2) bids were received and opened on August 31, 2017. After a review of the bids, the Division of Sewerage and Drainage recommends an award be made to Jack Doheny Companies Inc. for All Items in the amount of $53,197.50 as the lowest responsive and responsible and best bidder.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

WHEREAS, a Self Propelled Easement Machine with a Tandem Axle Trailer is required by the Division of Sewerage and Drainage, Sewer Maintenance Operations Center, and will be used to to reach sewer lines in hard to reach easement areas which do not allow access to large trucks; and
WHEREAS, the Purchasing Office opened formal bids on August 31, 2017 for the purchase of a Self Propelled Easement Machine with a Tandem Axle Trailer for the Division of Sewerage and Drainage; and
WHEREAS, the Self Propelled Easement Machine with a Tandem Axle Trailer will be used by the Sewer Maintenance Operations Center and will replace BT#23398 and BT#23400; and
WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the lowest responsive and responsible and best bidders, Jack Doheny Companies Inc., for All Items; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into contract with Jack Doheny Companies Inc., in accordance with Solicitation Number: RFQ006356 on file in the Purchasing Office, for the preservation of public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management be and is hereby authorized to establish a contract with Jack Doheny Companies Inc., 777 Doheny Court, PO Box 609, Northville, MI, 48167 for the purchase of a Self Propelled Easement Machine with a Tandem Axle Trailer.
SECTION 2. That the expenditure of $53,197.50 or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sewer Operating-Sanitary); in Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
