Explanation

This ordinance authorizes the Director of Public Safety to enter into contract with SGI Matrix, LLC. for the purpose of upgrading the security software and equipment from the current SGI Matrix, Frontier Version R2 access control system to the SGI Matrix, Frontier version 4.7.X.  This contract provides the parts, service, installation, training, and support of all access control products using the Frontier security software. SGI Matrix LLC. manufactures, sells, and installs Frontier Integrated Access Control Products as well as video surveillance, fire, and intrusion systems to end users and resellers in the security, IT, and electrical contractor markets. Due to the proprietary nature of the security software and compatibility of existing security equipment, it is in the best interest of the City to waive the competitive bidding provisions of City Code 329 and enter into contract with SGI Matrix, LLC.  This Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of the City Code pertaining to the waiver of competitive bidding and contract modifications. This contract is for one (1) year from the date of execution.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

 

FISCAL IMPACT:   This ordinance authorizes an expenditure of $30,003.89 from the Division of Police Law Enforcement Seizure Fund for the upgrade of the security system software, parts, installation, training, and support for the various facilities of the Division of Police.  Funds were budgeted in the Law Enforcement Trust Fund for this purpose.

To authorize and direct the Director of Public Safety to enter into contract with SGI Matrix, LLC. for the upgrade of the security system software, parts, installation, training, and support for various facilities of the Division of Police; to waive competitive bidding; and to authorize the expenditure of $30,003.89 from the Division of Police Law Enforcement Seizure Fund ($30,003.89)

 

Body

WHEREAS, the Division of Police is in need of establishing a contract with SGI Matrix, LLC. for the purpose of upgrading the current security system software and equipment from SGI Matrix, Frontier Version R2 access control system to SGI Matrix, Frontier version 4.7.X., which includes software, parts, installation, training, and support for the various facilities of the Division of Police; and

 

WHEREAS, this is an upgrade to our current security system, and since the security software and equipment are of a proprietary nature, it is in the City’s best interest to waive the competitive bidding provisions of Chapter 329 of the City Code; and

 

WHEREAS, the term of this contract is for the period of one (1) year from the date of execution by the City of Columbus; and

 

WHEREAS, funds of $30,003.89 are budgeted and available for this contract within the Division of Police Law Enforcement Seizure Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Safety to authorize the Director to enter into contract with SGI Matrix, LLC. for the upgrade of the security system; now, therefore,

 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Public Safety be and is hereby authorized and directed to enter into contract with SGI Matrix, LLC., for the upgrade of the security system software, parts, installation, training, and support services for the various Division of Police buildings.

 

SECTION 2. That this Council finds it in the City's best interest to waive the competitive bidding provisions of Chapter 329 of the City Code.

 

SECTION 3. That the expenditure of $30,003.89 or so much thereof as may be needed, is hereby authorized in the Law Enforcement Seizure Fund 2219 in object class 03 Contractual Services and 06 for Equipment per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.

 

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, the City Auditor shall establish such account codes as necessary.

 

SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
