Explanation

Need: The Civil Service Commission needs to modify the contract and increase the maximum authorized expenditure in the contract with The Ohio State University for pre-employment physicals and cardiovascular stress testing of public safety recruits in preparation for Police and Fire Academy classes. This modification is required in order to add funds for upcoming academy classes. Funding is typically added yearly or prior to each academy class in order to avoid tying up money in the event of changes to class dates. The contract’s requirements cannot be awarded through other procurement processes since this a professional services contract that has already been awarded through the regular Request for Proposals process. The costs for the services provided in this contract have not increased since the initial contract was approved.

Bid Information: In 2016, the City of Columbus Civil Service Commission published a Request for Proposals (RFP 03283) for these services and accepted proposals through December 20, 2016. Two proposals were submitted; an evaluation committee reviewed these proposals and selected The Ohio State University (Ordinance 0298-2017).

FISCAL IMPACT: Funding for this service was budgeted in the Civil Service Commission’s 2017 general fund budget.
