Title: To authorize the Director of Public Utilities to enter into a construction contract with Beheler Excavating, Inc. for the Scottwood Road Area Water Line Improvements Project; to authorize the appropriation and transfer of $3,596,507.69 from the Water System Reserve Fund to the Water Supply Revolving Loan Account Fund; to authorize the appropriation and expenditure of $3,596,507.69 from the Water Supply Revolving Loan Account Fund for the Division of Water; and to authorize an amendment of the 2017 Capital Improvements Budget. Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Beheler Excavating, Inc. for the Scottwood Road Area Water Line Improvements Project, Capital Improvements Project No. 690236-100076, Division of Water Contract Number 2051.

The purpose of this project is to construct necessary improvements to the water distribution system in the Scottwood Road area. The improvements identified in the scope of work will replace water lines that have high break histories and require frequent maintenance.

This project includes open-cut installation of approximately 3,900 L.F. of 6" water main and 13,000 L.F. of 8" water main.

This project is in the “Eastmoor/Walnut Ridge” Planning Area and includes the following streets: Towers Ct., North Towers Ct., South Waverly St., South James Rd., Garywood Ave., Kentwood Pl., Kirkbridge Ct., Liv Moor Dr., Liv Moor Ct., Scottwood Rd., East and West Niagara Ct., Penfield Ct., Hemswell Ct., Binbrook Ct., Defford Ct., Cressing Ct., Clairpoint Ct., and Niagara Ct.

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: The goal of this project is to replace or rehabilitate the existing 6-inch and 8-inch water lines that have a high break frequency. Replacement of these water lines will improve water service, decrease burden on water maintenance operations, and reduce water loss. The Neighborhood Liaison has been contacted and informed of this project during the design phase. Further community outreach may result through the Neighborhood Liaison Program.
