Explanation

BACKGROUND
This ordinance authorizes the Administrative Judge of the Franklin County Municipal Court to accept a grant in the amount of $715,155.00 from the State of Ohio, Department of Rehabilitation and Correction, and to appropriate from the unappropriated balance of the general government grant fund.

This grant will fund the salaries and fringe benefits of three full time and one part time probation officers to reduce case load size and allocate officers to do risk based supervision and to properly attend to the opiated population. It will also fund safe housing, a contract with an outside vendor for three GRaSP (Group Response Supervision Program) Facilitators, bus passes, training, computers and monitors.

EMERGENCY
Emergency Legislation is requested so the grant funds can be used as closed to the start date as possible.

FISCAL IMPACT
$715,155.00 will be expended from the General Government Grant Fund.

WHEREAS, , it is in the city's best interest that the Franklin County Municipal Court receive support for this enhanced probationary services for defendants; and

WHEREAS, grant monies from the State of Ohio, Department of Rehabilitation and Correction, in the amount of $715,155.00 are available to provide for salaries and benefits for three full time and one part time employee and to pay for the for program expenses ; and
