Explanation
This legislation updates the current Columbus City Code to further establish and clarify the structure of the Mayor's Office of Diversity and Inclusion Advisory Council.
Title
To amend Section 3902.03 of the Columbus City Code to update and further establish the structure of the Mayor’s Office of Diversity and Inclusion Advisory Council.
Body
WHEREAS, the City of Columbus has established an Office of Diversity and Inclusion within the Office of the Mayor that is responsible for the implementation and administration of the policies and programs set forth in Title 39 of the Columbus City Code; and
WHEREAS, Title 39 of the Columbus City Code establishes the organization of the Mayor’s Office of Diversity and Inclusion; and
WHEREAS, the organization of the Mayor’s Office of Diversity and Inclusion includes an Advisory Council; and
WHEREAS, to establish and effectively administer the Advisory Council updates to the Council structure are required; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 3902.03 of the Columbus City Codes is hereby amended reading as follows:
3902.03 - Advisory Council.
There is hereby created and established the Mayor's Office of Diversity and Inclusion Advisory Council. This advisory council shall provide guidance, review and recommendations for modification of ODI programs. The ODI Advisory Council may be comprised of up to nine seven members and shall may be made up of the following:
(A) The ODI director, or its designee, shall serve as an ex-officio be a non-voting member;
(B) A member of city council, or designee, appointed by city council, shall serve as an ex-officio non-voting memberThe procurement manager, or designee, within the department of finance;
(C) The procurement manager, or designee, within the department of finance and managementUp to three appointed minority owned and/or women owned business representatives;or
(D) Up to six (6) members of the publicthree appointed community representatives with an understanding of supplier and workforce diversity.
(E) A city council member, appointed by city council, or a representative designated by that appointed city council member, to serve as a non-voting ex-officio member of this Advisory Council.
The Advisory Council shall elect one of its members (with the exception of the ODI director) to be the chairperson. All members, unless otherwise provided, will be appointed by the mayor with the concurrence of city council, shall serve without compensation, and may be removed by the mayor without cause at any time. Those appointed in accordance with division (D) shall serve a term of two (2) years.
None of the minority or women members may vote on or otherwise participate in advisory matters that directly or indirectly involve their individual firms, with the exception that they may participate in and vote on policy matters that affect the broad class of M/WBEs.
SECTION 2. That existing Section 3902.03 of the Columbus City Codes is hereby repealed.
SECTION 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
