Title: To authorize the Director of Recreation and Parks to enter into the LPA Federal Local-Let Project Agreement with the Ohio Department of Transportation to complete the extension of the CoGo Bike Share Expansion project; and to declare an emergency. ($0.00)

Explanation

 

Background:  This legislation is to authorize the Director of Recreation and Parks to sign the Local Public Agency (LPA) Federal Local-Let Project Agreement with the Ohio Department of Transportation to complete the extension of the CoGo Bike Share Expansion project.  The Agreement details the responsibilities of Recreation and Parks (LPA) to bid, award, and administer the project.

 

CoGo Bike Share launched in 2013 in the downtown core of Columbus. The 30 station network was limited in size and scope, and data shows that ridership increased significantly as the system expanded from downtown into the Harrison West, Short North, OSU campus, and Weinland Park areas.

 

The expansion project (ODOT PID 105710) will add 26 stations and bikes to the regional network.

Emergency Justification: An emergency is being requested as the project requires a signed agreement to proceed with bidding and installation of the bike share equipment in March.

 

Benefits to the Public: Bike sharing is a rapidly growing piece of the nation's urban transportation fabric. The economic impacts of expanding transit options such as bike share in large cities is well documented.  A key economic impact will also be the expansion of bike share into low opportunity areas in Columbus for bike access.  It is listed as an important component of Smart Columbus.

Body

 

WHEREAS, it is necessary to authorize the Director of Recreation and parks to enter into the LPA Federal Local-Let Project Agreement with the Ohio Department of Transportation to complete the extension of the CoGo Bike Share Expansion project; and

 

WHEREAS, the Recreation and Parks Department grants consent and agrees to cooperate with ODOT in accordance with the planning, design, and construction of this project; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into the agreement with ODOT as the project requires a signed agreement to proceed with bidding and installation of the bike share equipment in March; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Recreation and Parks Department be and is hereby authorized to enter into the LPA Federal Local-Let Project Agreement with the Ohio Department of Transportation to complete the extension of the CoGo Bike Share Expansion project.

 

SECTION 2.  The City hereby agrees to cooperate with the Ohio Department of Transportation in the planning, design, and construction of the identified improvement project.

 

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
