Explanation
1. BACKGROUND
This legislation authorizes the Director of Public Service to grant consent and propose cooperation with the Ohio Department of Transportation (ODOT) relative to the FRA-SR104-7.57 project, PID 99885.

The aforementioned effort, which is scheduled to commence in the spring of 2019, will result in the realignment of SR104, beginning ½ mile south of the existing 1-71/SR104 interchange and continuing through the interchange to the bridge over the Scioto River. Existing braided ramps also will be eliminated as the interchange is reconfigured.

2. FISCAL IMPACT
There is no anticipated cost to the City for this project, as ODOT shall bear all associated preliminary engineering, right-of-way, and construction costs. The City will be responsible for 100% of any work requested by the City which is not necessary for the improvement as determined by the State of Ohio and the Federal Highway Administration.

3. EMERGENCY DESIGNATION
Emergency action is requested to allow ODOT to maintain the planned construction schedule and promote highway safety.

WHEREAS, the aforementioned project is located within the Columbus corporate boundaries; and

WHEREAS, this legislation authorizes the Director of Public Service to grant consent and propose cooperation with ODOT relative to that effort; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is necessary to grant consent to ODOT at the earliest time possible so as to allow construction to proceed in accordance wit...
