Explanation
Background: This legislation authorizes the amendment of the scope of prior ordinances approved to allow the Director of the Department of Development to appropriate and expend 2016 and 2017 HOME monies within the HOME Investment Partnerships Program for Tenant Based Rental Assistance (TBRA).
These funds assist 1st time homebuyers, for-profit and non-profit organizations with grants and no or low interest loans for projects designed to increase and preserve the local supply of decent, safe, sanitary, and affordable housing for low and moderate income families and it is proposed that the scope be expanded to provide funding for the Tenant Based Rental Assistance Program (TBRA).
Ordinances 2192-2016 and 2423-2017 are separate ordinances that were passed to allocate funding for the 2016 and 2017 HOME Investment Partnerships monies received from the Department of Housing and Urban Development (HUD). By expanding the scope of these ordinances, the Department of Development can enter into to contract with the Community Shelter Board. The Community Shelter Board subcontracts with a qualified nonprofit organization to implement TBRA in accordance with HOME Fund regulations for TBRA. The subcontractor leases housing units for the Rebuilding Lives program. They maintain and operate the housing units and related facilities to provide decent, safe and sanitary housing in accordance with the HUD Housing Quality Standards. The City's Consolidated Action Plan for 2015-2019 contains TBRA housing preference priorities for chronically homeless persons.
This legislation amends prior ordinances 2192-2016 and 2423-2017 to allow previous year funds from the HOME Investment Partnership Program to be allocated for Tenant Based Rental Assistance.
Emergency action is requested to prevent disruption in services.
Fiscal Impact: None. The existing Auditor’s Certificates will remain in place and funds will be encumbered from the oldest Auditor’s Certificate first.
