Explanation

BACKGROUND: Columbus Public Health has been awarded a grant from the Ohio Department of Health to support the expansion and implementation of Naloxone Education and Street Outreach Program (NESOP), called Project DAWN. This ordinance is needed to accept and appropriate $14,250.00 in grant monies to fund the Project DAWN Expansion grant program for the period of January 1, 2018 through June 30, 2019.

The Project DAWN Expansion Grant will eliminate social and geographic barriers that might prevent individuals from acquiring naloxone, provide overdose prevention education, and furnish naloxone. The program will also identify a fixed location at a Columbus Fire Department substation where naloxone can be acquired.

In the first six months of 2017, the Franklin County Coroner reported an 88% increase in accidental overdose death compared to the same time-period in 2016: with overdose death rising from 143 between January 1st and June 30th of 2016 to 268 in 2017’s first six months. The increased pollution of street drugs with fentanyl has caused the illicit drugs to become more deadly, putting residents who either use drugs recreationally or who are living with a substance use disorder at extreme risk of accidental overdose death. The life-saving drug naloxone has been critical in reversing the dangerous effects of an overdose and saving lives.
Emergency action is requested to ensure that Columbus Public Health has the sufficient amount of these supplies and services to protect the health, safety, and welfare of the residents of Columbus.

FISCAL IMPACT: The Project DAWN Expansion Program grant is fully funded ($14,250.00) by the Ohio Department of Health and does not require a City match.
