Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase Sporting Goods and Recreational Supplies with Varsity Brands Holding Co. Dba BSN Sports, LLC, P. O. Box 660176, Dallas, TX 75266-0176. The Department of Recreation and Parks is the primary user for Sports and Recreational Equipment and Supplies and Accessories. Softball, Soccer, Basketball and other recreational equipment and supplies are used to keep City Recreational Centers offering activities to youth and adults without interruption. The term of the proposed option contract would be approximately two years, expiring March 31, 2020, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on February 8, 2018.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ007706). Three bids were received.

The Purchasing Office is recommending award to the overall lowest, most responsive, responsible and best bidder as follows:

Total Estimated Annual Expenditures $150,000 with the Department of Recreation and Parks as the primary user.

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance so that these supplies may be available for the recreational season.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
