Explanation
BACKGROUND: The Historic Resources Commission (CC 3117) is charged, in part, with identifying structures, groups, districts and sites of historic and architectural significance. As part of this responsibility, the commission provides recommendations to City Council regarding potential listings on the Columbus Register of Historic Properties. An application has been made by Designing Local/Joshua Lapp (Applicant/Preservation Consultant) in cooperation with John Hairston (Owner) to list the property located at 1223 E. Main Street (aka ‘Hamilton Residence) on the Columbus Register of Historic Places. The subject structure is an excellent example of an early Twentieth Century urban grocery retail building with the period of significance from the date of construction to the building purchase by the Kroger Company (1907-1919).
The commission hosted a public hearing on February 15, 2018 at which they voted unanimously to recommend listing of the property on the Columbus Register based on the following criteria outlined in CC 3117:
“The design or style of the property’s exterior and/or interior is of significance to the historical, architectural, or cultural development of the city, state, or nation.”
Listing of this property on the Columbus Register will facilitate its listing on the National Register of Historic Places. This legislation is submitted as emergency to allow its incorporation in a National Register nomination. Local and national listing makes the site eligible for historic tax credits in conjunction with rehabilitation and adaptive reuse.
