Explanation

Background: This ordinance authorizes the Office of the Mayor to enter into contracts for the provision of services related to the CelebrateOne Healthy Beginnings at Home Housing Stabilization Program for Pregnant Women. The Office of the Mayor has been awarded a grant from the Ohio Housing Finance Agency (OHFA) and CelebrateOne has been designated as the primary grantee agency and administrator for the Healthy Beginnings at Home Housing Stabilization Program for Pregnant Women. Ordinance 0861-2018 authorized the acceptance and appropriation of $990,970.00 over a two-year period from OHFA for the administration of this program. These awarded grant funds provide and allow for multiple provider contracts to meet the grant deliverables. 

 

The contracts named in the approved grant application are:

 

Homeless Families Foundation   Pending                      $145,819.00

Nationwide Children’s Hospital  31-4379441                 $ 23,738.00

Columbus Metropolitan Housing Authority 31-6401164   $177,207.00

 

This ordinance seeks authority to waive the competitive bidding provisions of the Columbus City Code, Chapter 329, as the vendors listed above were included in the grant application because of the specific services provided in order to meet the Grant/Program deliverables.

 

 

FISCAL IMPACT:  This ordinance authorizes the expenditure of $346,764.00 collectively through CelebrateOne with Homeless Families Foundation, Nationwide Children's Hospital, and Columbus Metropolitan Housing Authority for the provision of services related to the Housing Stabilization Program for Pregnant Women. This Grant/Program is funded by the Ohio Housing Finance Agency (OHFA), Private Grants, and donations. This program does not generate any revenue or require a City match. This ordinance is contingent on Ordinance No. 0861-2018 which authorizes the acceptance and appropriation of $990,970.00 in Grant Funding for this project.

Body

WHEREAS, the Ohio Housing Finance Agency (OHFA) has designated the Office of the Mayor, CelebrateOne, as primary grantee agency and fund administrator for the Healthy Beginnings at Home Housing Stabilization Program for Pregnant Women; and

 

WHEREAS, Nationwide Children’s Hospital, Homeless Families Foundation and the Columbus Metropolitan Housing Authority will provide various services to meet all the grant deliverables required by the Ohio Housing Finance Agency (OHFA) grant; and

 

WHEREAS, it is in the City’s best interest to waive the competitive bidding provisions of Columbus City Code, Chapter 329, in order to enter into these contracts; and

 

WHEREAS, it has become necessary in the usual daily operation of the Office of the Mayor in that it is necessary to enter into these contracts for the preservation of the public health, peace, property, safety and welfare;  Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Office of the Mayor on behalf of CelebrateOne is hereby authorized to enter into contracts with the following agencies in order to meet the Ohio Housing Finance Agency (OHFA) grant deliverables for the period of April 1, 2018 through September 30, 2018 in an amount not to exceed $346,764.00 collectively:

 

Homeless Families Foundation                       $145,819.00

Nationwide Children's Hospital                       $ 23,738.00

Community Metropolitan Housing Authority   $177,207.00

Total:                                                           $346,764.00

 

SECTION 2. That for the contracts stated above, the sum of $346,764.00 is hereby authorize to be expended from the General Government Grants Fund, Fund No. 2220 as per the attached accounting document. .

 

SECTION 3. That this Council finds that it is in the best interest of the City to waive the competitive bidding provisions of the Columbus City Code Chapter 329 to enter into these contracts.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes  necessary to ensure that these contracts are properly accounted for and recorded accurately on the City’s financial records.  

 

SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law. .
