Explanation

 

BACKGROUND:  The Board of Health contracts Medical Director Services from Primary One Health.  Ordinance No. 0730-2017 authorized the Board of Health to enter into this contract with Primary One Health for the period of April 1, 2017 through March 31, 2018. This contract provides physician services for the Women’s Health and Family Planning Clinic (WHFPC) at Columbus Public Health.  Services provided include oversight for the medical functions of the clinic, gynecologic exams, contraceptive services, and screening and treatment of STDs; and on call services for patients of the WHFPC.  This ordinance authorizes the Board of Health to modify an existing contract with Primary One Health for additional Medical Director Services for the CPH Women’s Health and Family Planning Clinic (WHFPC) for the period of April 1, 2017 through August 31, 2018 in an amount not to exceed $12,500.00, for a new total contract amount of $42,500.00.

 

Emergency action is requested in order to provide continued medical director services for the CPH WHFPC.

 

FISCAL IMPACT: Funding for this expenditure is budgeted in the Health Department Grants Fund.  This ordinance is contingent on Ordinance No. 0821-2018.

Body

 

WHEREAS, the Board of Health has a need to modify an existing contract with Primary One Health to provide additional medical director services for the Women’s Health and Family Planning Clinic (WHFPC) for the period of April 1, 2017 through August 31, 2018 and

 

WHEREAS, Primary One Health has the expertise to provide medical director services to patients in the Women’s Health and Family Planning Clinic (WHFPC); and

 

WHEREAS, it has become necessary in the usual daily operation of the Board of Health to authorize the Board to modify an existing contract with Primary One Health for the public health, safety and welfare; and

 

WHEREAS, this ordinance is submitted as an emergency in order to ensure continuity of services for clients of the CPH Women's Health and Family Planning Clinic; and

 

WHEREAS, an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to modify a contract with Primary One Health for medical director services for the CPH WHFPC for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Board of Health is hereby authorized and directed to modify an existing contract with Primary One Health to provide medical director services for the period of April 1, 2017 through August 31, 2018, in an amount not to exceed $42,500.00.

 

SECTION 2.  That to pay the cost of said modification, the expenditure of $12,500.00 is hereby authorized from the Health Department Grants Fund, Fund No. 2251, Department of Health, Division 5001, Object Class 03, Main Account 63051, Program HE004, Section 3 500110, Section 4 HE20, Project G501726

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the city's financial records.

 

SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
