1.  BACKGROUND

The Hug in a Cup Coffee Cart project within the Domestic Violence and Stalking Unit (DVSU) of City Attorney Zach Klein’s Office, an affiliate member in good standing, has received a material donation and cash award sponsored by Columbus Bar Association Alliance (CBAA). The award is designed to provide a simple cup of coffee, tea, water, juice or snack to victims and children of victims impacted by domestic violence. Research shows that those who have experienced trauma repeatedly (like DV victims) also experience prolonged feelings of anxiety, distrust and hypervigilance, and that trauma-informed practices help lessen those feelings and avoid triggering. Hug in a Cup allows DVSU trauma trained staff to offer victims a hot cup of coffee, tea and/or a snack to help them relax, focus and feel respected while accessing services through the Unit. The project operates out of the DVSU office at 375 South High Street, 17th floor.

 

Columbus Bar Association Alliance cooperates with the Columbus Bar Association to foster understanding of the legal profession through education and community service and financial contributions to law-related activities.  CBAA will award $1,500 to the Domestic Violence and Stalking Unit of City Attorney Zach Klein’s Office.  $860.43 of the award will be in the form of a material donation of a coffee maker, rolling cart and initial stock of refreshments and refreshment supplies. The balance of the award is a cash donation of $639.57 to keep the Hug in a Cup Coffee Cart stocked with refreshments and supplies.

 

Domestic Violence and Stalking Unit is requesting acceptance of the material donation and cash award of $639.57 to be used to keep the Hug in a Cup Coffee Cart stocked with refreshments and supplies for sole use of domestic violence victims.  This legislation authorizes the City Attorney Zach Klein’s Office to formally accept the award and to authorize the appropriation of these funds and future donations within the Private Grant Fund. 

 

2.  FISCAL IMPACT

None.  No City match is required to accept this award.  No City funds will be used to purchase equipment, refreshments or refreshment supplies for the Coffee Cart project. Coffee Cart equipment and supplies will be solely funded through dollars available in the Private Grant Fund. 

 

3.  EMERGENCY DESIGNATION

Emergency action is requested to allow the use of the funds to facilitate the ongoing service needs of the Hug in a Cup Coffee Cart project.

Body

WHEREAS, the Hug in a Cup Coffee Cart project is eligible to accept an award sponsored by Columbus Bar Association Alliance (CBAA); and

 

WHEREAS, Hug in a Cup Coffee Cart project will receive and continue to receive awards and donations from various support organizations; and

 

WHEREAS, these awards and donations are designed to support trauma informed services for victims of domestic violence; and

 

WHEREAS, the supplies purchased from the awards and donations will be used to provide refreshments to victims of domestic violence to advance trauma informed services provided Domestic Violence and Stalking Unit (DVSU) of City Attorney Zach Klein’s Office and the City of Columbus; and

 

WHEREAS, an emergency exists in the usual daily operation of the Domestic Violence and Stalking Unit (DVSU) of City Attorney Zach Klein’s Office in that it is necessary to authorize the City Attorney to accept the award as soon as possible to be able to use the money to support ongoing implementation of best practice trauma informed services for victims of domestic violence.

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the City Attorney Zach Klein's Office be and hereby is authorized to accept from Columbus Bar Association Alliance, a material donation and a cash award of $639.57 and all future awards and donations for the express purpose of establishing and maintaining a coffee cart for domestic violence victims.

SECTION 2.  That the $639.57 cash award is hereby appropriated to the City Attorney as follows:

 

SECTION 3.  That any such future awards or donations that the City may receive are hereby deemed to be appropriated to Fund 2291, Subfund 00000, Division 2401, in Object Class 02 (Food and General Supplies), Project Number G241806, per account codes in the attachment to this ordinance.

 

SECTION 4.  That the monies appropriated in Section 2 shall be paid upon order of the City Attorney and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 7.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
