Explanation

 

1.                     BACKGROUND: This legislation authorizes the Director of Public Utilities to modify (Mod #1) an existing engineering agreement with DLZ Ohio, Inc. for the Large Diameter Sewer Assessment (LDSA) Alum Creek (South) Rehabilitation Project, CIP 650725-100004. The work for this project consists of the sewer repairs listed in the completed sewer assessment report. Given the magnitude of the length of repairs and associated cost, the detailed design services and the rehabilitation work will be split in to three phases.  The current contract modification for Phase 1 will include detailed services for the rehabilitation of approximately 7,825 lineal feet of 102” diameter reinforced concrete pipe via shotcrete methods. Future modifications, Phases 2 & 3, will include similar detailed design services for approximately 8,769 and 6,493, respectively.

      1.2 Reasons additional goods/services could not be foreseen: 

This modification was planned at contract origination.

 

1.3 Reasons other procurement processes are not used: 

Given the highly technical nature of the project and the specialized knowledge of the project area required to complete the services, it would be more costly to solicit proposals for completions of the services by other parties.

 

1.4 How cost of modification was determined:

Estimates were provided by the consultant for the number of hours needed to complete each of the tasks within the scope of services.  Costs were generated using the projected hourly rates for the duration of the proposed services.

 

2.   PROJECT TIMELINE: The expiration date of this agreement is October 1st, 2021.

4.   EMERGENCY DESIGNATION: An emergency designation is not requested at this time.

 

5.   ENVIRONMENTAL IMPACT: This project will reduce the overall risk to the sanitary sewer collection system by rehabilitating one of the Division of Sewerage & Drainage’s most critical assets. 

 

6.   FISCAL IMPACT: 

      This ordinance authorizes the expenditure of up to $589,237.92 in funds from the Sanitary Sewer System General Obligation Bond Fund 6109.

($589,237.92)

 

Body

 

WHEREAS, the original contract number, EL014725  was authorized by Ordinance 1252-2013, passed July 15, 2017, executed by the Director on August 21, 2013; approved the City Attorney September 04, 2013; and certified by the Auditor on September 06, 2013; and

 

WHEREAS, it is necessary to authorize the Director of Public Utilities to modify (Mod #1) an existing engineering with DLZ Ohio, Inc. in connection with the LSDA Alum Creek (South) Rehabilitation Project, CIP 650725-100004; and

 

WHEREAS, the work for Phase 1 will include detailed services for the rehabilitation of approximately 7,825 lineal feet of 102” diameter reinforced concrete pipe via shotcrete methods; and

 

WHEREAS, future modifications are being planned for this project to complete other phases; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $589,237.92 in funds from the Sanitary Sewer System General Obligation Bond Fund 6109; and

 

WHEREAS, it has become necessary in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, to authorize the Director to modify (Mod #1) an existing professional engineering agreement with DLZ Ohio, Inc., services in connection with the Large Diameter Sewer Assessment (LSDA) Alum Creek (South) Rehabilitation Project, CIP 650725-100004, at the earliest practical date; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to modify (Mod #1) an existing professional engineering agreement with DLZ Ohio, Inc., 6161 Huntley Rd., Columbus, Ohio 43229-1003, for professional engineering services in connection with the Large Diameter Sewer Assessment (LDSA) Alum Creek (South) Rehabilitation Project, CIP 650725-100004 in accordance with the terms and conditions as shown in the contract modification on file in the office of the Division of Sewerage and Drainage.

 

SECTION 2.  That the expenditure of up to $589,237.92 is hereby authorized from the Sanitary Sewer G.O. Bond Fund 6109 per the accounting codes attached to this ordinance.

 

SECTION 3.  That the said firm, DLZ of Ohio, Inc., shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrators of the Division of Sewerage and Drainage.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 6.  That the Director of Public Utilities is hereby authorized to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be made from a project by monies from more than one source.

 

SECTION 7. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 8. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
