Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to modify (Mod #1) an existing engineering agreement with DLZ Ohio, Inc. for the Large Diameter Sewer Assessment (LDSA) Alum Creek (South) Rehabilitation Project, CIP 650725-100004. The work for this project consists of the sewer repairs listed in the completed sewer assessment report. Given the magnitude of the length of repairs and associated cost, the detailed design services and the rehabilitation work will be split in to three phases. The current contract modification for Phase 1 will include detailed services for the rehabilitation of approximately 7,825 lineal feet of 102” diameter reinforced concrete pipe via shotcrete methods. Future modifications, Phases 2 & 3, will include similar detailed design services for approximately 8,769 and 6,493, respectively.

This modification was planned at contract origination.

1.3 Reasons other procurement processes are not used:
Given the highly technical nature of the project and the specialized knowledge of the project area required to complete the services, it would be more costly to solicit proposals for completions of the services by other parties.

1.4 How cost of modification was determined:
Estimates were provided by the consultant for the number of hours needed to complete each of the tasks within the scope of services. Costs were generated using the projected hourly rates for the duration of the proposed services.
